PUBLIC NOTICEYOU HAVE A VOICE IN AIR POLLUTION CONTROL IN ARIZONA The Arizona Department of Environmental Quality (ADEQ) has reached a preliminary determination and is proposing to renew the Air Quality General Permit for Soil Vapor Extraction Units (SVEU). General Permits are a type of permit that applies to a class of sources. Consequently, revisions affect multiple sources throughout the State of Arizona. These permits contain requirements from the Federal Clean Air Act, Arizona Revised Statutes (A.R.S.) § 49-426, the Arizona Administrative Code, Title 18, Chapter 2 including applicable regulations from Maricopa, Pima, and Pinal Counties. The Air Quality General Permit for Soil Vapor Extraction Units is a renewal of the current permit that will expire upon the issuance of this renewal permit. Facilities permitted under the Air Quality General Permit for Soil Vapor Extraction Units emit the following air contaminants: particulate matter with an aerodynamic diameter less than 10 microns (PM10), particulate matter with an aerodynamic diameter less than 2.5 microns (PM2.5), volatile organic compounds (VOCs), nitrogen oxides (NOX), carbon monoxide (CO), sulfur dioxide (SO2) and hazardous air pollutants (HAPs). This public notice provides information to help you participate in the decision-making process. You have an opportunity to submit written comments on the permit. Written comments shall include the name, mailing address, signature (and/or your agent or attorney signature) and clearly explain why the permit should or should not be issued. Grounds for comment are limited to whether the permit meets the criteria for issuance spelled out in the state air pollution control laws or rules. The public notice period is in effect from May 5, 2026 to June 4, 2026. Comments may be submitted in writing to:KarlaMurrieta, Air Permits Unit, ADEQ, 1110 W. Washington St., 3415A-1, Phoenix, AZ 85007 or via email toairpermits@azdeq.gov. Comments must be received by June 4, 2026. In addition, ADEQ will be holding a virtual public hearing via GoToWebinar on Wednesday, June 3, 2026 from 5:00 PM to 7:00 PM. If you wish to verbally comment during the virtual public hearing, you may use a computer, tablet or phone that meets the internet and system requirements of GoToWebinar. ADEQ will consider all comments received in making a final decision on the proposed permit. Everyone commenting will receive notification of the final decision. People who file comments on the permit will have the right to appeal the final decision as an appealable agency action to the Office of Administrative Hearing (OAH) pursuant to A.R.S. § 41.1092.03, and the appeal must be filed within thirty (30) days after the issuance of the final decision. The OAH may sustain, modify, or reverse the final decision. ADEQ will take reasonable measures to provide access to department services to individuals with limited ability to speak, write or understand English and/or to those with disabilities.
