NOTICE INVITING FOR ANNUAL SLURRY SEAL PROJECT PUBLIC NOTICE IS HEREBY GIVEN that the City of Bell (City) will receive electronic bids for Annual Slurry Seal Project. Project through the City's electronic bidding portal (OpenGov) at https://procurement.opengov.com/portal/cityofbell, no later than Thursday, May 14, 2026, at 2:00 PM (PST). Bids submitted after this date and time will not be accepted by the City. At said time, the electronic bids will be publicly opened at Bell City Hall at 6330 Pine Avenue, Bell, CA 90201 and posted on OpenGov. No allowances for cost adjustments will be made if a Bidder fails to adequately examine the Project site before submitting a Bid. No bid will be received unless it is made on a proposal form furnished by the City. All bid forms including all schedules attached thereto must be filled in and completed. The scope of work includes, but is not limited to; Preparing roadway for the installation of slurry seal type II with 3% latex, preparing existing striping and marking log subject to approval from the City, removing and replacing striping, pavement marking, raised pavement markers, curb markings, curb addresses, and Speed Hump marking per Attachment D and all other items not mentioned but indicated in the Plans and Specifications. Electronic files of the Plans, Specifications and Contract Documents are available for download on the OpenGov portal at: https://procurement.opengov.com/portal/cityofbell, Hard copy of the bid package will not be mailed. Following Notice to Proceed, the Contractor shall have 20 Working Days to complete the work. Each bid must be accompanied by a certified or cashier's check or bidder's bond payable to the order of the CITY OF BELL or cash for an amount not less than ten percent (10%) of the bid price submitted, and the cashier's check, bond, or cash deposit of the successful bidder shall be forfeited to the CITY OF BELL if such bidder fails to enter into the contract to perform the work within fifteen (15) days after written Notice of Award. At the time of contract award, the Contractor shall possess a State of California Class A, C-12, or C-32. No bid will be accepted from a Contractor who has not been licensed in accordance with the Provisions of Chapter 9, Division III, of the Business and Professions Code of the State of California at the time the bid is submitted. This project is subject to the requirements of SB 854. Prevailing wages shall be paid to all workers in accordance with California Labor Code 1771. All Bidders and listed subcontractors must be currently registered with the California State Department of Industrial Relations pursuant to Labor Code �1725.5 prior to submitting a Bid. All questions regarding this bid shall be submitted via OpenGov Portal, no later than Monday, May 4, 2026, at 10:00 AM (PST).
