NOTICE TO CONTRACTORS CALLING FOR BIDS
(CUPCCAA FORMAL BIDDING PROCEDURES; PUBLIC CONTRACT CODE §22037)
NOTICE IS HEREBY GIVEN that West Hills Community College District, through its Board of Trustees ("the District") will accept Bid Proposals for the Contract for Coalinga College Dorm Plumbing Replacement ("the Work").
Submittal of Bid Proposals. Bid Proposals will be received up to, but not later than May 7, 2026 at 2:00 PM at the District Office located at:

Bid Proposals will be submitted on forms issued by the District and must conform with, and be responsive to, the Bid and Contract Documents. The Bid Proposals shall be publicly opened and read aloud at the above-stated date and time in the District Office Lobby at the above address.
Bid and Contract Documents. The Bid and Contract Documents are available online at https://westhillscollege.com/district/departments/business-services/purchasing/. Addenda will be posted on this webpage; there will be no other distribution of addenda. Bidders are solely responsible for periodic checks of this webpage to obtain Addenda.
The Project and the Project Scope. HVAC Chiller line and Restroom plumbing replacement at Gordon Hall and Ivans Hall dorms, including misc. work.
Documents Accompanying Bid Proposal. Each Bid Proposal shall be accompanied by: (i) the required Bid Security; (ii) Subcontractors List; (iii) Non-Collusion Affidavit; (iv) Statement of Bidder's Qualifications; and (v) Verification of Contractor and Subcontractor DIR Registration.
Prevailing Wage Rates. The Contractor and all Subcontractors shall pay not less than the applicable prevailing wage rate for the classification(s) of labor provided by their respective workers; prevailing wage rates are available for review at http://www.dir.ca.gov/dlsr/statistics_research.html. During the Work, the Department of Industrial Relations ("DIR") will monitor compliance with prevailing wage rate requirements and enforce the Contractor's prevailing wage rate obligations.
Bidder and Subcontractors DIR Registered Contractor Status. Each Bidder must be a DIR Registered Contractor when submitting a Bid Proposal. The Bid Proposal of a Bidder who is not a DIR Registered Contractor will be rejected for non-responsiveness. All Subcontractors identified in a Bidder's Subcontractors' List must be DIR Registered contractors at the time the Bid Proposal is submitted. The foregoing notwithstanding, a Bid Proposal is not subject to rejection for non-responsiveness for listing Subcontractor(s) on the Subcontractors List who is/are not DIR Registered contractors if such Subcontractor(s) complete DIR Registration pursuant to Labor Code §1771.1(c)(1) or (2). If any listed Subcontractor(s) who is/are not DIR Registered contractors and such Subcontractor(s) do not become DIR Registered pursuant to Labor Code §1771.1(c)(1) or (2), but the Bidder, if awarded the Contract, must request consent of the District to substitute a DIR Registered Subcontractor for the non-DIR Registered Subcontractor pursuant to Labor Code §1771.1(c)(3), without adjustment of the Contract Price or the Contract Time.
Contractors' License Classification. The District requires that Bidders possess the following classification(s) of California Contractors License B - General Building Contractor. Any Bidder not so duly and properly licensed shall be subject to all penalties imposed by law. No payment shall be made for work, labor, materials or services provided under the Contract for the Work unless and until the Registrar of Contractors verifies to the District that the Bidder awarded the Contract is properly and duly licensed to perform the Work.
Contract Time. The date(s) for completion of portions of the Work, if applicable, and for achieving Substantial Completion of the Work shall be achieved as set forth in the Agreement. Failure to complete designated portions of the Work within the time(s) established in the Agreement and/or failure to achieve Substantial Completion of the Work within the Contract Time established in the Agreement shall subject the Contractor to assessment of Liquidated Damages as set forth in the Special Conditions.
Bid Security. Each Bid Proposal shall be accompanied by Bid Security in an amount not less than ten percent (10%) of the maximum amount of the Bid Proposal, inclusive of any additive Alternate Bid Item(s). If the required Bid Security is not submitted with the Bidder's Bid Proposal, the Bid Proposal may be considered non-responsive and may be rejected by the District.
No Withdrawal of Bid Proposals. Bid Proposals shall not be withdrawn by any Bidder for sixty (60) days after the opening of Bid Proposals. During this time, all Bidders shall guarantee prices quoted in their respective Bid Proposals.
Job-Walk. The District will conduct a Non-Mandatory Job Walk on Tuesday, April 28, 2026 beginning at 10:00 AM Bidders are to meet at Gordon Hall Dorm Lobby at 300 Cherry Lane, Coalinga CA 93210 for the Job Walk.
Pre-Bid Inquiries. Bidders may submit pre-bid inquiries or clarification requests no later than 12:00 PM on May 1, 2026 before the latest date for submittal of Bid Proposals. Award of Contract; Waiver of Irregularities. The Contract, if awarded, will be by action of the District's Board of Trustees to the responsible Bidder submitting the lowest priced responsive Bid Proposal. The District reserves the right to reject any or all Bid Proposals or to waive any irregularities or informalities in any Bid Proposal or in the bidding.
