NOTICE INVITING BIDSCITY OF GARDEN GROVE WELLS 22, 26 AND 27 PFAS WATER TREATMENT PLANTS PROJECT CONTRACT NO. GG-2025-1PLEASE TAKE NOTICE that sealed bids will be received at the office of the Contracts Administrator of the Orange County Water District ("District"), 18700 Ward Street, Fountain Valley, CA 92708, until 2:00 PM PT. local time on Monday, June 8, 2026, at which time the bids will be publicly opened and read aloud for performing all work and furnishing all labor, materials and equipment for: Construction of three separate wellhead water treatment plants for the City of Garden Grove to remove Per- and Polyfluoroalkyl substances (PFAS) contaminants at the Well 22, 26, and 27 before distributing the treated drinking water to the City's customers. Construction includes procurement and installation of ion exchange (IX) pressure vessel systems, pre-filter cartridge filtration systems and sand separator systems (Well 26 and 27 only); connection to individual wells and treated water discharge points, installation of valves, piping, meters, electrical, instrumentation, and other ancillary and support facilities; constructing site improvements and fences, excavation, and pavement replacement; providing warranty and guarantees; and completing all associated commissioning, training, and acceptance testing for a fully functional water treatment plant. For Well 26, work also includes procurement and installation of a new 600 horsepower well pump and motor, variable frequency drive, programmable logic controller, switchboard and other electrical improvements; construction of pump building improvements and procurement and installation of HVAC system; construction of new chemical and electrical building for Well 26 PFAS Water Treatment Plant including HVAC system; procurement and installation of chemical storage tank, metering system, dosing system and mixer; and off-site piping between Well 26, Well 26 PFAS Water Treatment Plant, and distribution system.MANDATORY PREBID CONFERENCE: A mandatory pre-bid conference will be held virtually on Zoom on Thursday, May 7, 2026, at 8:00 AM PT. Payment will not be refunded and the plans and specifications and contract documents are not required to bereturned.BID GUARANTEE: Each Bid shall be accompanied by one of the following: a certified or cashier's check, or bid bond in an amount not less than ten percent (10%) of the total bid price, payable to the Orange County Water District, as a guarantee that the Bidder, if its Bid is accepted, shall promptly execute the Agreement, furnish a satisfactory Faithful Performance Bond in an amount not less than one hundred percent (100%) of the total bid price, furnish a Labor and Material Bond in an amount not less than one hundred percent (100%) of the total bid price, and furnish certificates evidencing that the required insurance is in effect in the amounts set forth in the Insurance Conditions. The Faithful Performance Bond shall remain in full force and effect through the guarantee period as specified in the General Provisions. All surety companies shall be admitted surety insurers and shall comply with the provisions of Code of Civil Procedure Section 995.630. WAGE RATE: As required by Section 1773 of the California Labor Code, the Director of the Department of Industrial Relations of the State of California has determined the general prevailing rates of wages in the locality in which the Work is to be performed. The prevailing wage determinations are available at the following web site: http://www.dir.ca.gov/OPRL/DPreWage Determination.htm The Contractor and any subcontractor under it shall not pay less than the specified prevailing rates of wages to all workers employed in the execution of the Contract.
