CITY OF LAGUNA BEACH NOTICE INVITING PROPOSAL FOR LANDSCAPE MAINTENANCE SERVICES N-1 NOTICE IS HEREBY GIVEN that electronic proposals will be received by the City of Laguna Beach for LANDSCAPE MAINTENANCE SERVICES, together with the appurtenances thereto. N-2 DATE OF OPENING PROPOSALS: Proposals including prices for each landscape maintenance site location in the Scope of Work must be entered using Attachments C, D, and E by uploading the completed attachments to PlanetBids system no later than 1:00 p.m. on Monday, May 18, 2026. No late proposals will be accepted. No other method of proposal submittal will be accepted. N-3 DESCRIPTION OF THE WORK: The work performed shall include, but not limited to, turf and landscape maintenance across at least 61 acres of City-maintained parks, athletic fields, medians, and other landscape areas. N-4 LICENSE REQUIREMENT: In addition to any and all relevant City, State, and Federal permits and licenses required in the Agreement, Contractor must possess a valid and current C-27 Landscaping Contractor License and submit a copy thereof with the proposal. Contractor or its subcontractor must have a valid and current California State Qualified Applicator License and submit a copy of thereof with the proposal. N-5 AWARD OF CONTRACT: (a) The City reserves the right after reviewing proposals to reject any or all proposals, to waive any informality (non-responsiveness) in a proposal, or to make award to the lowest responsive, responsible proposer, as it best serves the interest of the City. (b) The successful proposer will be required to submit performance bonds, and insurance certificates and endorsements. N-6 CONTRACT TERM: It is anticipated that the term of the Agreement shall commence on July 1, 2026, and remain in full force and effect until June 30, 2029. The Agreement may be extended for up to three (3) additional 1-year terms, with a CPI-based rate adjustment if justified by Contractor. N-7 WAGE RATE REQUIREMENTS: In accordance with provisions of Section 1773.2 of the California Labor Code, copies of the general prevailing rate of per diem wages as determined by the State Director of Industrial Relations are available on the Internet at the World Wide Web site of the State Department of Industrial Relations at www.dir.ca.gov under Statistics and Research. It shall be mandatory upon the Contractor to whom the agreement is awarded and upon any subcontractor under them to pay not less than said specified rates to all workers employed by them in the execution of the agreement. All parties to the agreement shall be governed by all provisions of the California Labor Code relating to prevailing wage rates; Sections 1770-1781 inclusive. N-8 OBTAINING OR INSPECTING CONTRACT DOCUMENTS: Contract Documents, in digital Adobe Acrobat (.PDF) format, are available at the City of Laguna Beach's website at https://www.lagunabeachcity.net/do-business-here/rfps-bids. Once at this site, click on the "Vendor Portal & Bid Opportunities" icon. If firm is not currently registered with PlanetBids for the City of Laguna Beach, please click on the "New Vendor Registration" button, then complete the electronic supplier registration process. Interested firms must be registered to submit a proposal. Firms must also check the website periodically for addenda information as failure to acknowledge any and all addenda will result in proposal disqualification. N-9 SCOPE AND SPECIFICATIONS: A full set of RFP documents consisting of Submittal Information and Instructions, and Scope of Services and Technical Specifications are available for inspection without charge at City of Laguna Beach's PlanetBid portal, please visit https://vendors.planetbids.com/portal/43728/portal-home. N-10 REGISTRATION WITH THE DEPARTMENT OF INDUSTRIAL RELATIONS: No contractor of subcontractor may be listed on a proposal for a public works project unless registered with the Department of Industrial Relations (DIR) pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1 (a)]. Contractor must be registered with the DIR in order to be awarded a contract. N-11 QUESTIONS: Questions must be submitted in writing prior to 1:00 p.m. (PST) on Monday, May 11, 2026, and all questions pertaining to this RFP shall be submitted using the City of Laguna Beach PlanetBids portal via the "Q&A" tab within this solicitation.
