NOTICE INVITING BIDSCITY OF LAGUNA WOODSSTATE OF CALIFORNIA Sealed bids will be received at Laguna Woods City Hall, 24264 El Toro Road, Laguna Woods, California 92637, until 3:00 p.m. , the 14th day of May 2026 , at which time they will be publicly opened and read for performing work as follows (No postmarks will be accepted): CITY HALL REFURBISHMENT AND SAFETY PROJECT: PHASE 5 The work to be done includes, but is not limited to, selective demolition; interior improvements to City Hall, including new walls, ceilings, doors, glazing, finishes, and millwork; lighting, electrical, audiovisual, plumbing, and HVAC improvements; accessibility and safety improvements; structural support for rooftop equipment; and all related work necessary to provide a complete and operational project, including coordination with owner-furnished equipment, testing, and commissioning. The City’s construction cost estimate is $1,254,700 The City of Laguna Woods is requesting bids from qualified bidders – including Minority Business Enterprise (MBE), Women Business Enterprise (WBE), Disadvantaged Business Enterprise (DBE), Disabled Veterans Business Enterprise (DVBE), Small Business Enterprise (SBE) and Section 3 license contractors and suppliers – for its “City Hall Refurbishment and Safety Project: Phase 5.” The Contractor must have a B – General Building Contractor License in good standing at time of contract award and maintain such in full force and effect for the entire duration of the Contract. No award will be made to a contractor who has not been licensed in accordance with the provisions of the California Business and Professions Code. Please note that no General Building Contractor shall contract for any project that includes the “C-16” Fire Protection classification as provided for in Section 7026.12 of the California Business and Professions Code unless the General Building Contractor holds the appropriate license classification, or subcontracts with the appropriately licensed contractor. (California Business and Professions Code Section 7057) This project includes work that requires the “C-16” Fire Protection classification. Prevailing Wage Requirements – In accordance with the provisions of Section 1770 et seq., of the Labor Code, the Director of Industrial Relations of the State of California has determined the general prevailing rate of wages applicable to the work to be done. The Contractor will be required to pay to all persons employed on the project by the Contractor sums not less than the sums set forth in the documents entitled “General Prevailing Wage Determination made by the Director of Industrial Relations pursuant to California Labor Code, Part 7, Chapter 1, Article 2, Sections 1770,1773,1773.1” Department of Industrial Relations Registration Requirement – No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. No bid will be considered unless it is made on a proposal form furnished by the City of Laguna Woods. All proposals and bids shall be accompanied by cash, a certified bank draft, or a bond, from an accredited surety company, all clearly payable to the City of Laguna Woods for an amount not less than 10% of the bid submitted. The bid security will be declared forfeited if the successful bidder refuses or fails to enter into a contract within 10 days following receipt of the Notice of Award with the contract documents. The successful bidder is required to furnish a Labor and Materials Bond in an amount that is one hundred (100%) of the contract and a Faithful Performance Bond in an amount equal to 100% of the contract; the bonds to be secured by a surety company or surety companies satisfactory to the City Attorney of the City of Laguna Woods. Plans, Specifications, and Proposal Bid forms for this project may be obtained from Laguna Woods City Hall either in electronic format via email at no charge or in printed format for a non-refundable fee of $30.00. An additional fee of $10.00 will be charged if mailed, making the total fee for printed format bid documents, and mailing $40.00. The City of Laguna Woods reserves the right to reject any or all bids, to waive any informalities on a bid, and to make awards in the best interest of the City of Laguna Woods.
