MARINA COAST WATER DISTRICT MARINA, CA CIP # OW-2502, PATTON PARKWAY WATER MAIN INVITATION TO BIDDERS Sealed Bids for the construction of the Bayer Street Water Main Project will be received by the Marina Coast Water District (hereinafter referred to as MCWD), at 920 Second Avenue, Suite A, Marina, CA 93933, until 2:00 p.m. local time on April 30, 2026, at which time the Bids received will be publicly opened and read. Proposals received after 2:00 p.m. will not be considered responsive and will be returned to the bidder unopened. Telephone, telefax, and email proposals will not be accepted. The Project consists of installing approximately 3,230-LF of 12-inch water main and 3,360-LF of 8-inch recycled water main and a pressure-reducing and metering station with pre-cast concrete vault and the associated fittings, valves and appurtenances. Bids will be received for a single prime Contract. Bids should be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. The Issuing Office for the Bidding Documents is MCWD Engineering Office, 920 Second Avenue, Suite A, Marina, CA 93933. Point of contact: Jack Gao, (831) 883-5962. Prospective Bidders may obtain copies of the Bidding Documents online at https://www.mcwd.org. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. A site visit can be scheduled upon receiving a written request to the Engineering department. The right is reserved, as the interest of MCWD may require, to reject any or all bids, to waive any informality in bids, and to accept or reject any items of the bid. If the Contractor's bid is acceptable, the MCWD will execute the Contract as governed by Public Contract Code 22030 through 22045. The award of the contract, if it is to be awarded, will be to the lowest responsible bidder whose proposal complies with all the requirements prescribed. The bidder and any of its subcontractors must be licensed as a Class A General Engineering Contractor with the Contractors State License Board of the State of California Department of Consumer Affairs. Bids will not be considered from contractors not licensed as a Class A General Engineering Contractor unless they hold a specialty license for the specific classification(s) to be performed. To be qualified to bid on, be listed in a bid proposal, or engage in the performance of any public work contract subject to Labor Code section 1720, contractors and subcontractors must be registered with the Department of Industrial Relations. No contract will be entered into without proof of the contractor's and subcontractor's current registration with the Department of Industrial Relations to perform public work. If awarded a contract, the bidder and its subcontractors, of any tier, shall maintain active registration with the Department of Industrial Relations for the duration of the project. Public Works projects exceeding $1,000.00 require the payment of the general prevailing rate of per diem wages, copies of which are on file at the State of California, Department of Consumer Affairs Office. The work is to be substantially completed within 180 calendar days from the Notice to Proceed and ready for final payment within 30 calendar days after the date of Substantial Completion.
