INVITATION TO BID ELECTRONIC BID SUBMISSIONS will be accepted only via the Contra Costa Water District's (CCWD's) online bid portal at https://pbsystem.planetbids.com/portal/52380/portal-home until 10 A.M. on Tuesday, April 28, 2026 for Project Number 125086 & 125087, for performing Work as follows: Furnishing all labor, materials, except for those materials supplied by CCWD as set forth in Paragraph 01010-4.0, CCWD FURNISHED MATERIALS, equipment, and performing all work necessary and incidental to the construction of the project known as Randall-Bold Water Treatment Plant Clearwell, Chemical Feed, and Sedimentation Basin Improvements according to drawings and specifications as prepared by the Contra Costa Water District and according to the Contract Documents. The Work includes, but is not limited to the following: In each of the two (2) sedimentation basins: Measuring existing basins and existing equipment, and con- firming equipment to be reused within both sedimentation ba- sins relating to the sludge collection equipment. Demolition, removal and disposal of existing sludge collection equipment, including longitudinal collectors and cross collec- tors. Furnishing and installing: new sludge collection equipment, in- cluding longitudinal collectors and cross collectors; stainless steel access stairways; and drain valves. Resurfacing concrete launders. Demolition, removal and disposal of existing clearwell piping and valves and existing chemical feed system equipment and piping. Capture and disposal of residual chemical products and flush water from chemical systems including calcium thiosulfate, EarthTec (copper sulfate pentahydrate), caustic soda, hydrofluorosilicic acid, liquid alum, non-ionic polymer, and cationic polymer. See Ap- pendix D for expected residual product volumes remaining in each chemical system and location for disposal. Work shall be complet- ed in accordance with all applicable state and federal regulations. Furnishing and installing: an above-ground bypass piping system at the clearwell; new clearwell piping; and new chemical feed system equipment and tubing. Spot repairs of coating on clearwell piping. Testing, startup, and commissioning of new equipment. Providing training to CCWD staff for new equipment. The location of the project site is Randall-Bold Water Treatment Plant in Oakley, California. Project is to be completed within (610) consecutive days from the date specified in the Notice to Proceed. Time for commencement and completion of the Work is important, and is to be of the essence of the Contract. Two pre-bid conferences and job site visits will be held at 10 A.M. on Wednesday, April 1, 2026 and at 10 A.M. on Tuesday, April 7, 2026. Prospective bidders should meet at Randall-Bold Water Treatment Plant (3760 Neroly Rd, Oakley, CA 94561). Prospective bidders must supply their own hard hats, safety glasses, reflective vests, and work boots, and wear them during the job site visit. CCWD is not responsible for supplying Personal Protection Equipment (PPE), and prospective bidders will not be allowed to attend the job site visit if they fail to supply and wear the required PPE. Although the job site visit is not mandatory, no allowance will be made for any unfavorable conditions or events which might have been foreseen from a thorough examination of the site by the Contractor. No other job site visits will be scheduled.
