Project Name: 2025/26 Annual Pavement Rehabilitation Project Project Numbers: 4183 & 4190 CITY OF ORINDA Public Works Department 22 Orinda Way, Orinda, California 94563 NOTICE TO BIDDERS The City Clerk will receive sealed bids at the City Offices, 22 Orinda Way, Orinda, California 94563, until 2:00 p.m., on Tuesday, June 2, 2026, at which time they will be publicly opened at the City Offices (the Planning Conference Room) and read, for: 2025/26 Annual Pavement Rehabilitation Project, Project Numbers: 4183 & 4190 General work description: The scope of work includes, but is not limited to; mobilization, demobilization, temporary traffic control, installation of water pollution control measures, removal & replacement of concrete sidewalk, construction of concrete curb ramps, base failure repair (digout), milling/cold planing, hot mix asphalt (HMA) overlay, micro-surfacing, cape seal, adjustment of utility manhole frames and covers, perpetuating survey monuments, adjustment of valve boxes, removing and installation of thermoplastic traffic stripes, thermoplastic pavement markings, blue reflectors, and crosswalks, and all other work as shown on the plans and as described in the Caltrans Standard Specifications and these Special Provisions to provide a complete project. Engineer's cost estimate: $3,500,000 Number of Working Days: 60 A non-mandatory pre-bid meeting will be held on Wednesday, May 13, 2026, at 10:00 a.m. at the Planning Conference Room in City Hall at 22 Orinda Way, Orinda, CA 94563 to cover project construction. Prospective bidders attendance is recommended but not mandatory. Contract Documents, including plans, specifications, and bid proposal, may be viewed but not obtained at the City Offices, 22 Orinda Way, Orinda, California 94563, Monday - Friday (8:00 a.m. - 5:00 p.m.) or online at BPX. Plans and specifications shall be obtained via the City of Orinda's Online Planroom via BPX/Blueprint Express at www.orindaplanroom.com. In order to bid on this project, bidder must be on the BPX Plan Holders list and pay a non-refundable service charge in the amount of $ 175.00 (sales tax included) to BPX for bid documents (in electronic format). Shipping charges are extra, depending on the delivery method. The City of Orinda does not guarantee the arrival of the plans and specifications in time for bidding. In addition, the latest Contra Costa County Standard Plans and the latest State of California Department of Transportation (CALTRANS) Standard Plans and 2018 CALTRANS Standard Specifications are referenced and incorporated by reference as part of the contract documents except where they are specifically modified by these Special Provisions. Any modifications or additions are enumerated to correspond with the numbering of the paragraphs in the Standard Specifications, dated 2018, and shall apply regardless of whether those standards have been renumbered or reorganized by any Revised Standard Specifications. The State Standard Specifications, State Standard Plans, and County Standard Plans may be viewed at the Contra Costa County Public Works' Contractor Resources web page at: www.cccounty.us/pwresources and at the Caltrans' web page at: https://dot.ca.gov/programs/design. This project is to be bid using the informal process pursuant to Public Contract Code 22032. The Contractor shall possess a valid Class A License at the time the Contract is awarded. The Contractor and all subcontractors are not qualified to bid on or be listed in a bid proposal, subject to the requirements of section 4104 of the California Public Contract Code, and shall not engage in the performance of any work under this contract, unless currently registered and qualified to perform public work pursuant to section 1725.5 of the California Labor Code. The work performed pursuant to this contract will be subject to compliance monitoring and enforcement by the Department of Industrial Relations pursuant to Labor Code section 1771.4. Bids and bid bonds shall be made on the Bid Proposal issued. Bids shall be accompanied by a certified cashier's check/s or bid bond in the amount of ten percent (10%) of the total bid amount, made payable to the order of "City of Orinda". Any bid received after the time specified in this Notice will be returned unopened. No oral, telegraphic, or facsimile bids or modifications will be accepted or considered. Bids must cover the entire project, including furnishing all labor, materials, equipment, transportation, and services. Neither partial nor contingent bids will be considered. The successful bidder shall furnish a payment bond and a performance bond. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. For special projects which may require a higher retention %, see Public Contract Code 7201. Pursuant to Public Contract Code Sections 7201 and 9203, the City of Orinda shall retain 5 percent of the contract price until final completion and acceptance of the project. Bidders are hereby notified that securities may be substituted for any monies withheld by the City of Orinda to ensure performance under the construction contract, in accordance with Public Contract Code Section 22300 and the Special Provisions of the Contract. Such securities shall be valued by the City's Director of Finance, whose decision shall be final. Also, types of securities which are not listed in Government Code Section 16430 or Public Contract Code Section 22300 must be approved as eligible for investment under Public Contract Code Section 22300 by the City's Director of Finance before the bid opening. Unless such securities are prequalified before bid opening, they shall not be accepted by the City as security. This is a public works contract within the meaning of Part 7 of Division 2 of the California Labor Code (Sections 1720 et seq.). The minimum compensation to be paid for all labor performed under this contract shall be pursuant to Labor Code Section 1773. The Director of the Department of Industrial Relations has ascertained the general prevailing rates of per diem wages and for holiday and overtime work, in Contra Cost County, and for each craft, classification, or type of worker needed to execute this contract. Copies of such prevailing rates of per diem wages are available online at http://www.dir.ca.gov/oprl/DPreWageDetermination.htm and on file with the City Engineer to be made available to any interested party upon request. The contractor shall post at a prominent place on each job site a copy of these prevailing wage rates and any other job site notices required by regulations of the Department of Industrial Relations. All subcontractors employed by the contractor shall not pay less than the specified prevailing wage rates to all workers employed in the execution of this contract. The Contractor is not relieved of the obligation to pay prevailing wage rates for any craft or classification not listed by the Department of Industrial Relations. If a contractor intends to use a craft of classification not listed by the Department of Industrial Relations, it must immediately notify the City and the City will promptly determine the prevailing wage rate for that type of work. If no determination has been made at the time the contract is awarded, the contractor shall pay the prevailing wage rate of the craft of classification most closely related to the craft or classification used. All bidder questions/requests for interpretation shall be made in writing and delivered to the engineer listed below before 12:00 p.m. the Tuesday prior to the scheduled bid opening. Questions/requests received after this deadline will remain unanswered. No oral representations or interpretations will be made to any prospective bidders as to the meaning of the Contract Documents. Interpretations, where necessary, will be made in the form of an addendum to the Contract Documents and, when issued, will be forwarded to all prospective bidders listed on the planholders list. The current planholders list can be found at the City's Online Planroom website as listed above. The City of Orinda makes no guarantee as to the accuracy or completeness of the Planholders List and Bidders shall be solely responsible for obtaining all addenda from the City's Online Planroom. All addenda shall become part of the Contract Documents as outlined above. Failure to include the addenda in your bid may be grounds for declaring your bid as non-responsive and therefore ineligible for award. No "or equal" products will be considered for approval prior to the award of the contract. Pursuant to Public Contract Code Section 4104.5, if the City issues any material changes, additions, or deletions to the contract documents later than 72 hours prior to the date and time for closing of submission of bids (the bid deadline), the City will extend the bid deadline by no less than 72 hours. As used in this section, "material change" means a change with a substantial cost impact on the total bid as determined by the City. The City reserves the right to postpone the date and time for receiving and/or opening of bids at any time prior to the date and time established in the Notice to Bidders. Postponement notices shall be issued in the form of addenda. The City reserves the right to reject any and all bids or any portion of any bid and/or waive any irregularity in any bid received. Bidder may not withdraw their bids after the bid opening. All bids will expire on the 36th day after bid opening unless the City extends the award period beyond the 36th day after the bid opening.
