NOTICE INVITING SEALED BIDS FOR THE REPAIR AND MAINTENANCE OF COLLECTION/WATER DISTRIBUTION SYSTEMS IN THE CITY OF SIMI VALLEY SPECIFICATION NO.: SV 26-27 The City of Simi Valley is accepting sealed bids in the City Clerk’s office, 2929 Tapo Canyon Road, Simi Valley, California 93063, until 3:00 p.m. on: THURSDAY, MAY 21, 2026 at which time they will be publicly opened. Bids will not be accepted after that time. All bids must be sealed and submitted to the following: City Clerk City of Simi Valley 2929 Tapo Canyon Road Simi Valley, CA 93063 Please mark the outside of the envelope (and express shipment envelope, if applicable): REPAIR AND MAINTENANCE OF COLLECTION/WATER DISTRIBUTION SYSTEMS, SPECIFICATION NO. SV 26-27 MAY 21, 2026 3:00 P.M. All contacts should be through Raul Escobar, Deputy Public Works Director (Waterworks) at (805) 583-6468 or rescobar@simivalley.org regarding any bidding questions before or after the Notice to Proceed has been issued to the successful bidder. As described in the Bidding Documents, the bids are for maintenance services, Repair and Maintenance of Collection/Water Distribution Systems (Service) which consists of the repair and maintenance of collection/water distribution systems, including, but not limited to waterline and sewer line repairs, pipe installation and removal, and valve and hydrant replacements. The Service term of this contract will be for three (3) years when the City issues the Notice to Proceed, with an option to extend two (2) additional one (1) year terms, upon mutual written consent by the City Council and Contractor. Copies of these plans and specifications may be obtained by prospective bidders from the Public Works Director or downloaded from the City’s “Bids & Proposals” website at www.simivalley.org/BidsAndProposals. The Bid shall be submitted and the work shall be performed by a State of California Class A and/or C-32 licensed contractor in strict conformance with Specification No. SV 26-27, and now on file in the City's Department of Public Works and the Office of the City Clerk. Work on the maintenance Service must be performed in strict conformity with Specification No. SV 26-27 as adopted by the City’s City Manager on April 22, 2026, which is filed with the City’s Public Works Department. Copies of these plans and specifications may be obtained by prospective bidders from the City Engineer for a non refundable fee of $30, plus $10.00 mailing fee, if mailed. The terms and conditions for bidding on the Service are described in the attached Bidding Instructions. This maintenance Service requires payment of State prevailing rates of wages for Ventura County. The contractor must post copies of the prevailing schedule at each job site. Copies of these rates of wages are available from the State of California Department of Industrial Relations Prevailing Wage Unit, Telephone No. (415) 703-4774. The website for this agency is currently located at www.dir.ca.gov. Note that the Service is subject to compliance monitoring and enforcement by the California Department of Industrial Relations. Pursuant to California law, the City must find bids failing to comply with all applicable Labor Code requirements including, without limitation, Labor Code §§ 1725.5 and 1771.4, to be nonresponsive.
