NOTICE TO CONTRACTORS CALLING FOR BIDSBID#25-26-02– ASBESTOS ABATEMENT PROJECT - CHARTER OAK HIGH SCHOOL / GLEN OAK ELEMENTARY / WASHINGTON ELEMENTARY NOTICE IS HEREBY GIVEN that the Charter Oak Unified School District of Los Angeles County, California (“District”), acting by and through its Governing Board, will receive bids up to, but not later than the below-stated time, unless extended by addendum, sealed bids for the award of a contract for the Project. Bid Deadline: Sealed bids containing the documents specified in the Information for Bidders form shall be received up to but not later than 1:00 p.m. May 6, 2026. Place of Bid Receipt and Opening: Submit One (1) Original & Three (3) Copies of the Bid Response to:Charter Oak Unified School DistrictAttn: Karyl Brandford – Chief Business Officer20240 E. Cienega Avenue, Covina, CA 91724 All bids shall be made and presented only on the forms presented by the District. Bids shall be opened and publicly read aloud at the above stated time and place. It is each bidder’s sole responsibility to ensure its bid is timely delivered and received at the location designated as specified above. Any bid received at the designated location after the scheduled closing time for receipt of bids shall be returned to the bidder unopened. Project Identification Name: Bid #25-26-02 Asbestos Abatement Project at Charter Oak High School, Glen Oak Elementary and Washington Elementary (“Project”). The Scope of Work will include, but not limited to: Abate flooring on Administration Building at Charter Oak High School, MPR Building at Glen Oak Elementary and the Kitchen in Administration Building at Washington Elementary. Mandatory Pre-Bid Conference & Job Walk: Wednesday, April 15, 2026 at9:00 a.m. at Charter Oak High School 1430 E. Covina Blvd., Covina, CA 91724 (at the flagpole). Any Contractor bidding on the Project who fails to attend the entire mandatory. Pre-Bid conference and job walk will be deemed a non-responsive bidder and will have its bid returned unopened. Questions regarding this Bid shall be directed to Robert Lind, Director of Maintenance and Operations Department (rlind@cousd.net) (“Point of Contact”).All questions must be submitted by 10:00 AM on April 16, 2026. Specify “Bid #25-26-02 Questions – Asbestos Abatement Project-Various School Sites – [Firm Name]” in the subject line.Responses to all questions received will be posted on the District’s website by April 20, 2026.The bid documents will be available on April 15, 2026 after the Mandatory Pre-Bid conference & Job Walk. The lowest bid shall be the lowest bid price on the total base bid without consideration of the prices on the additive or deductive items. The District requires that bidder possess a Class C-22, ASB and HAZ Certification at the time the contract is awarded. If the license classification specified herein is that of a “specialty contractor” the specialty contractor awarded the contract for this work shall itself construct a majority of the work. All work must be completed within fourteen (14) consecutive calendar days from the date stated in the Notice to Proceed. Failure to complete the work within the time set forth herein will result in the imposition of liquidated damages for each day of delay as specified in the Information for Bidders form. The District reserves the right to extend the bid closing date, reject any or all bids or to waive any irregularities or information in any bids or in the bidding. No bidder may withdraw any bid for a period of ninety (90) calendar days after the date set for the opening of bids.
