NOTICE OF THE OCEAN VIEW SCHOOL DISTRICT’S RESOLUTION TO CONSIDER PROPOSALS TO ENTER AN AGREEMENT TO DEVELOP A PORTION OF REAL PROPERTY LOCATED AT 7721 JULIETTE LOW DRIVE, HUNTINGTON BEACH, CALIFORNIA 92647 FOR JOINT OCCUPANCY The Ocean View School District’s Board of Trustees shall meet and consider all plans and proposals submitted, per District’s Resolution No. 18:2526, dated February 24, 2026, at its Board meeting on June 9, 2026. Resolution No. 18:2526 is printed here: RESOLUTION NO. 18:2526 DECLARING INTENT TO CONSIDER PROPOSALS FOR REDEVELOPMENT OF THE SUN VIEW SCHOOL SITE Adopted February 24, 2026 WHEREAS, the Board of Trustees (“Board”) of the Ocean View School District (“District”) is responsible for the management and control of all property of the District; and WHEREAS, the Board approved the relocation of students from Sun View Elementary School to Westmont Visual and Performing Arts School, home of the District's VAPA program for elementary students, as of July 1, 2018; and WHEREAS, the Sun View School site consists of approximately 13.8 acres of real property owned by the District (“Sun View”) located at 7721 Juliette Low Drive, Huntington Beach, CA 92647, Assessor’s Parcel Number 142-111-04; and WHEREAS, the Board and District staff have evaluated a range of potential redevelopment concepts for Sun View, including employee housing, market-rate housing, preservation and enhancement of park and open space areas; and WHEREAS, the Board has identified potential redevelopment concepts that generate revenue for the District while enhancing educational opportunities for students as being in the best interests of the District; and WHEREAS, Education Code section 17515 et seq. authorizes school districts to enter into joint occupancy agreements with public or private entities for the development and use of District property; and WHEREAS, Education Code section 17521 requires a school district, prior to entering into a joint occupancy agreement, to adopt a resolution declaring its intention to consider proposals, describing the District’s objectives for the project, and fixing a date, at least ninety (90) days thereafter, for the Board to consider proposals received; and WHEREAS, Education Code section 17536 et seq. authorizes school districts to exchange their real property for the real property of another person or private business firm, upon such terms and conditions as the parties may agree; and WHEREAS, the District’s objectives for the Property include (i) the preservation and enhancement of outdoor recreational facilities, including youth soccer fields and related parking, for joint use by the District and the community on approximately two (2) acres of green space for children’s soccer fields, together with approximately fifty (50) parking spaces (collectively, the “Open Space”); and (ii) the development of a compatible, revenue-generating use for the remaining portion of the Property (the “Development Area”), preferably including employee housing pursuant to Government Code section 65914.7; and WHEREAS, a combined Request for Statements of Qualifications and Request for Proposals (“RFQ/P”) is appended to this resolution as Exhibit A, and is incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD OF TRUSTEES DOES HEREBY RESOLVE, DETERMINE, AND ORDER AS FOLLOWS: Section 1. That the above recitals are true and correct. Section 2. That the Board declares its intent to consider proposals to redevelop Sun View School Site with (1) a revenue-generating use, preferably including employee housing developed pursuant to Government Code section 65914.7; and (2) outdoor recreational facilities including youth soccer fields and related parking for joint use by the District and community. Section 3. That the Board adopts the RFQ/P for the redevelopment of Sun View appended to this resolution as Exhibit A, and directs staff to issue it. Section 4. That the Board fixes June 9, 2026, as the date the Board shall receive and consider all plans or proposals submitted at its regular place of meeting. Section 5.
