COUNTY OF HUMBOLDT DEPARTMENT OF AVIATION NOTICE TO BIDDERS Sealed proposals will be received by (and all bids should be mailed or delivered to) the Department of Aviation SEALED BID for the Rohnerville Airport County of Humboldt Department of Aviation 3561 Boeing Avenue McKinleyville, California, 95519 until 2:00 p.m. (PDT), April 16, 2026, at which time they will be publicly opened by the Department of Aviation of the County of Humboldt at a public meeting located at the upstairs conference room in the Airport Terminal Building at 3561 Boeing Avenue, McKinleyville, California for performing work as follows: REHABILITATE RUNWAY 11/29 AIP No. 3-06-0083-014-2024 | LOCHNER NO. 22793 The award of this project is contingent upon a grant offer from the Federal Aviation Administration (FAA). Contract award, if awarded, will be based on the lowest responsible bid total price. Bids are required for the entire work as described herein: General Work Description: Provide all labor, materials, methods, processes, implements, tools, machinery, equipment, transportation, permits, services, utilities, and all other items necessary to complete the Work. The Work consists of the rehabilitation of Runway 11/29 at Rohnerville Airport, including pavement rehabilitation, pavement markings, and associated airfield improvements in accordance with the plans and specifications. Estimated Construction Cost: $4,000,000.00 Contract Time: 60 calendar days Liquidated Damages: $2,250.00 Plans, Special Provisions and Proposal Forms may be viewed at the Humboldt County Department of Aviation, 3561 Boeing Avenue, McKinleyville, California, 95519, at area plan centers and on the County's website at: http://humboldtgov.org/Bids.aspx. The successful Bidder shall furnish a Payment Bond and a Performance Bond. The Contractor shall possess a CLASS "A" Contractors License at the time this contract is awarded. A non-mandatory pre-bid meeting will be held at Rohnerville Airport on April 2, 2026 at 9:00 a.m. (PDT). All bidders are advised to examine the site to become familiar with all site conditions. The County of Humboldt affirms that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises, as defined in 49 CFR Part 26, will be afforded full opportunity to submit bids in response to this invitation. For this contract, the County has included a Disadvantaged Business Enterprises (DBE) goal of 0.00%. Bidders need not achieve the percentage stated as a condition of award. For this contract, the number of trainees or apprentices for the Federal training program is 0 (zero) Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at County of Humboldt, 3561 Boeing Avenue, McKinleyville, CA 95519 and available from the California Department of Industrial Relations' Internet web site at http://www.dir.ca.gov/DLSR/PWD. The Federal minimum wage rates for this project as predetermined by the United States Secretary of Labor are available on the web home page of the Department of Labor at https://sam.gov/content/wage-determinations and copies may be examined at the offices described above where project plans, special provisions, and proposal forms may be seen. Addenda to modify the Federal minimum wage rates, if necessary, will be issued to planholders that have purchased bid documents from the Department of Aviation at 3561 Boeing Avenue, McKinleyville, California, 95519. Future effective general prevailing wage rates which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates. Attention is directed to the Federal minimum wage rate requirements of the Department of Labor. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the general prevailing wage rates determined by the Director of the California Department of Industrial Relations for similar classifications of labor, the Contractor and subcontractors shall pay not less than the higher wage rate. The Department will not accept lower State wage rates not specifically included in the Federal minimum wage determinations. This includes "helper" (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate which most closely approximates the duties of the employees in question. This project is subject to the "Buy America" provisions of the Surface Transportation Act of 1982.as amended by the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) Sections 1041(a) and 1048(a), and the regulations adopted pursuant thereto. BUY AMERICAN PREFERENCE (Title 49 USC � 50101, Executive Order 14005, Ensuring the Future is Made in All of America by All of America's Workers, Bipartisan Infrastructure Law (Pub. L. No. 117-58), Build America, Buy America (BABA)) Certification of Compliance with Buy American Preference Statement FAA BUY AMERICAN PREFERENCE The Contractor certifies that its bid/offer is in compliance with 49 USC � 50101, BABA and other related Made in America Laws,1 U.S. statutes, guidance, and FAA policies, which provide that Federal funds may not be obligated unless all iron, steel and manufactured goods used in AIP funded projects are produced in the United States, unless the Federal Aviation Administration has issued a waiver for the product; the product is listed as an Excepted Article, Material Or Supply in Federal Acquisition Regulation subpart 25.108; or is included in the FAA Nationwide Buy American Waivers Issued list. The bidder or offeror must complete and submit the certification of compliance with FAA's Buy American Preference, BABA and Made in America laws included herein with their bid or offer. The Airport Sponsor/Owner will reject as nonresponsive any bid or offer that does not include a completed certification of compliance with FAA's Buy American Preference and BABA.
