Bids for the Project shall be pursuant to the formal bid procedures under the California Uniform Public Construction Cost Accounting Act (CUPCCAA) as set forth in Public Contract Code §22037.1. Project Preliminary Cost Estimate . The Preliminary Cost Estimate to complete Project construction is $18,700,000.00. The Preliminary Cost Estimate is provided for reference purposes only. Bidders must independently evaluate Project requirements and propose a price for completing Project construction and other obligations under the Contract Documents based on each Bidder’s independent evaluation.2. Mandatory Pre‐Bid Conference and Job Walk. There will be a mandatory pre-bid conference and job walk on April 13, 2026 at 11:00 AM. Interested bidders are encouraged to confirm their attendance by email to purchasing-dept@socccd.edu by April 10, 2026 at 5:00 PM. The failure of a Bidder’s representative to be present for the entire Pre‐Bid Conference and Job Walk may result in the Bidder’s Bid Proposal being deemed non-responsive and rejected.All individuals in attendance shall comply with District’s policies, procedures, rules, regulations and/or guidelines that include but are not limited to code of conduct, harassment, discrimination, conflict of interest, workplace violence, and a smoke, alcohol, and controlled substances free campus. Individuals who are determined by the District to be harassing, uncooperative, demeaning, intimidating, or a threat to the safety of persons or property shall be promptly removed by the District and may not be permitted to provide a proposal for this Project or attend future pre-bid conferences.3. Contractors’ License Required . A-General Engineering Contractor OR C-46 Solar Contractor.4. Pre-Bid Inquiries . Bidders must submit Pre-Bid inquiries or clarification requests through the PlanetBids portal. Pre-Bid questions or clarification requests musts be submitted no later than April 17, 2026 at 5:00 PM. The District will not respond to any Bidder inquiries or clarification requests submitted after such date/time. District responses to Bidder inquiries or clarification requests will be not be directly distributed to Bidders; District responses will be communicated to Bidders by posting on the PlanetBids portal. Bidders are solely responsible for accessing the PlanetBids portal to review District responses to Bidder inquiries or clarification requests.5. Substitution of Specific Products . Bidders may request the District accept alternatives to materials, equipment or other products specified in the Contract Documents by brand, trade name, model number or other similar designation (“Specified Products”) by submittal of a written request to the District (“Substitution Request”) no later than April 17, 2026 at 5:00 PM.6. Bid Security . Bid Proposals must be submitted with Bid Security in an amount equal to ten percent (10%) of the Bidder’s proposed price to complete Project construction and obligations under the Contract Documents. Bid Security shall be in the form of cash, cashiers/certified check payable to the District, or Bid Bond in the form and content included with the Contract Documents. Submittal of Bid Security shall be in accordance with the Information for Bidders.7. Prevailing Wage Rates . The California Department of Industrial Relations (“DIR”) has determined the general prevailing rates of per diem wages for the locality of the Work. Copies of these wage rate determinations, entitled Prevailing Wage Scale are available at www.dir.ca.gov . The Bidder awarded the Contract for the Work and all Subcontractors shall pay not less than the prevailing wage rate for the classification of work performed. During the Work and pursuant to Labor Code §1771.4(a)(4), the DIR will monitor compliance with prevailing wage rate requirements and enforce the Contractor’s prevailing wage rate obligations.8. DIR Registered Contractor . The Bidder and all Subcontractors shall be DIR Registered Contractors pursuant to Labor Code §1725.5. The Bid Proposal of a Bidder who is not a DIR Registered Contractor when the Bid Proposal is submitted will be rejected for non-responsiveness. All Subcontractors identified in a Bidder’s Subcontractors’ List must be DIR Registered contractors at the time the Bid Proposal is submitted.9. Bid Proposals Binding on Bidders . Submitted Bid Proposals may be withdrawn via the PlanetBids Portal prior to the latest date/time for submitting Bid Proposals. Bid Proposals shall remain firm, binding and enforceable for sixty (60) days after the opening of Bid Proposals.10. Rejection of All Bid Proposals; Waiver of Irregularities . The District reserves the right to reject any or all Bid Proposals or to waive any irregularities or informalities in any Bid Proposal or in the bidding.11. Award of Contract . The Contract, if awarded, will be by action of the District’s Board of Trustees to the responsible Bidder submitting the lowest priced responsive Base Bid Proposal.
