2026 Novato Creek Maintenance Sediment Removal NOTICE TO BIDDERS INVITING SEALED PROPOSALS OF BIDS *************************************** Project Name: NOVATO CREEK MAINTENANCE SEDIMENT REMOVAL PROJECT, NO. FZ1-26-001 Bids for this Project must be submitted online via BidExpress by 4/20/2026 at 2:00 p.m., at which time they will be publicly opened and read via Zoom: Meeting ID: 849 0358 9927, Passcode: DPWFLD2026 https://us05web.zoom.us/j/84903589927?pwd=ztzEyI3BrUFjhnYEbuVtQONfYdSLQ6.1 The Novato Creek Maintenance Sediment Removal Project removes accumulated sediment within the channel bed of Novato Creek, Warner Creek, and Arroyo Avichi to maintain the Novato Creek Flood Control Project creek capacity and reduce the risk of flooding to adjacent neighborhoods. Work will generally include dewatering and removal of approximately 21,000 cubic yards of sediment from the creek bed of Novato Creek and its tributaries along the project reach. The sediment removal consists of 5,630 linear feet of Novato Creek from: Diablo Ave. to 500-feet downstream of the SMART Railroad Bridge, 1,780 linear feet of Warner Creek from Diablo Ave. to the confluence with Novato Creek, and 680 linear feet of Arroyo Avichi Creek from South Novato Blvd. to the confluence with Novato Creek. Channel bottom widths vary from 20-feet to 125-feet with approximately 3-feet of accumulated sediment. Work shall be performed by using equipment such as draglines, excavators, dozers, and dump trucks. Final grading work is required upstream of Redwood Blvd. for a relatively smooth channel bed with a low flow channel. All construction and sediment removal will occur in the creek bed during the low flow period of July 1 October 15th. Sediment removal downstream of the SMART Railroad Bridge shall not begin prior to September 1st. All excavated material may be temporarily stockpiled at approved locations within Heron's Beak Pond, along Duck Bill Pond Levee, and at Hanna Ranch Road Temporary Stockpile for future reuse for upcoming restoration projects. Any material stockpiled within the project site and all material deposited at the disposal sites shall be maintained by the Contractor using best management practices to ensure this material is not discharged into the surrounding wetlands. The Working Days for this project are 85 working days. Bidder shall possess a valid Class A Contractor's License at the time of bid submittal. All bids must include a bid security for at least ten percent (10%) of the base bid, in the form of cash, certified or cashier's check payable to the Marin County Flood Control and Water Conservation District, or bidder's bond. This is a public works contract subject to the provisions of Labor Code Sec. 1720 et seq. Contractor and all subcontractors shall pay not less than current prevailing wage rates as determined by the Cal. Department of Industrial Relations (DIR) to all workers employed on the project. This project is subject to compliance monitoring and enforcement by DIR. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, or perform work on this project unless currently registered and qualified to perform public work pursuant to Labor Code Sec. 1725.5. Copies of the prevailing wage rates for this project are available from Marin County and will be made available upon request. Pursuant to Public Contract Code section 22300, at the request and expense of the contractor to whom the Contract is awarded, securities of a value equivalent to the retention amount, in a form approved by the District, shall be permitted in substitution for money withheld by the District to ensure performance under the Contract. The District reserves the right to reject any and all bids and to waive any bid irregularity to the extent permitted by law. If the District elects to award a contract, the contract will be to the lowest responsible bidder. All bids shall remain valid for sixty (60) days after the bid opening.
