Request for Proposal The Port of Oakland is seeking qualified firms to provide Clean Ports Air Quality Monitoring Program, (RFP No. 25-26/14) for the Port of Oakland, to be delivered online via Liquid Files to the Purchasing Department, (Attention: Heather Beaudry, hbeaudry@portoakland.com). Proposals will be accepted until 11:00 a.m. on April 9, 2026. A Non-Mandatory Pre-Proposal Meeting will be held on: March 16, 2026, at 2:00 p.m. (Pacific Time) Zoom Meeting: https://portoakland.zoom.us Meeting ID: 942 3155 9643 Passcode: 657792 The Port of Oakland (Port) is soliciting proposals from qualified consultants to develop and implement a Fence-line Air Quality Monitoring Program (AQM Program) for various Port projects at or around the Port of Oakland Seaport, which are being undertaken by the Port and/or subgrantees and funded by the federal grant awarded to the Port of Oakland referred to as the Inflation Reduction Act Clean Ports Program, federally funded by the U.S. Environmental Protection Agency (EPA) ("Project"). The purpose of the fence-line air quality monitoring program is to better understand emissions reductions from implementation of the Project. The AQM data shall be collected prior to, during, and after zero-emissions equipment is deployed at marine terminals. A key component of understanding the air quality monitoring results is the reporting to both the EPA and the nearby communities through the preparation of semi-annual reports and presentation of AQM results at community meetings. The AQM data shall be made accessible to the public which may include providing air quality monitoring data in real time via a website or/and an Application Programming Interface (API).
