CITY OF OCEANSIDE CONTRACT DOCUMENTS SECTION 1: NOTICE INVITING SEALED BIDS PROJECT: Bob Maxwell Memorial AirfieldOceanside Municipal AirportRunway Electrical and Vault Building Improvements ProjectFAA AIP Project #3-06-0173-021-2024 1.1 PUBLIC NOTICE IS HEREBY GIVEN that the City of Oceanside, hereinafter referred to as AGENCY, invites sealed bids for the above stated project and will receive such bids in the offices of and addressed to Oceanside City Clerk, 300 North Coast Highway, Oceanside, CA 92054, up to the hour of 1:00pm, the day of April 15th, 2026, at which time they will be publicly opened. 1.2 Bids shall be written clearly and legibly in conformance with the Instructions to Bidders and submitted in a sealed envelope plainly marked on the outside “SEALED BID FOR Bob Maxwell Memorial Airfield, Oceanside Municipal Airport, Runway Electrical and Vault Building Improvements Project, Project #3-06-0173-021-2024 – DO NOT OPEN WITH REGULAR MAIL.” 1.3 The work to be done is described in the Plans, Special Provisions, and other Contract Documents for the above stated project. The AGENCY reserves the right to delete or reduce any bid item at the time the Notice of Award is sent. The general items of work included in the scope of work are as follows: 1.3.1 Scope of Work: Base Bid - Install Runway Edge Lights and Vault Building Improvements - This project installs new Runway 7-25 edge lights and a prefabricated vault building with new regulators. The new fixtures will be LED units and new conduit and conductor will be installed. There is no existing vault building structure – all switches and power equipment are attached to H-frames out in the open, next to the terminal building. A new prefabricated vault building will be placed to replace the H-frames and protect the new constant current regulator and switches from the elements. Add Alt 1 - Install new Runway End Identifier Lights (REILs) – This project installs new REILs at both runway ends. The existing REILs are beyond their useful lives and will be replaced with more efficient LED fixtures. 1.3.2 Location of Work: Bob Maxwell Memorial Airfield, Oceanside Municipal Airport, 480 Airport Road, City of Oceanside, California 92058 1.3.3 FAA AIP Number: 3-06-0173-021-2024 1.3.4 Time for Completion. Time is of the essence in the performance of work under this contract. All work shall be completed in every detail to the satisfaction of the Engineer, exclusive of Maintenance Periods, within 44 consecutive calendars days for Runway Electrical and Vault Building Improvements Project. 1.3.5 Liquidated Damages: Per Section 7 of the General Provisions, Subsection 7.24, the Liquidated Damages for failure of the CONTRACTOR to complete the work within the Contract Time set forth in Subsection 1.3.4 and Section 6, Notice to Proceed are in the sum of one thousand seventy-two dollars ($1,072.00) per consecutive day in excess of the contract time. 1.4 Downloads of the Plans, Special Provisions, and other Contract Documents are available from MICHELLE AUGE at C&S Engineers, Inc. at mauge@cscos.com 1.5 A pre-bid conference has been scheduled in order to review the specific requirements of this contract. All prospective bidders are encouraged to attend. The pre-bid conference is scheduled for 1:00 pm on April 7th, 2026, at the Airport Office Building located at 480 Airport Rd, Oceanside CA 92058. 1.6 The CONTRACTOR to whom the contract is awarded shall be required to possess a Class “A” General Engineering Contractor’s License pursuant to Business and Professions Code Section 7056, or “C-10” Specialty Contractor’s License pursuant to Business and Professions Code Section 7058 at the time the contract is awarded. 1.7 As required by the California Labor Code, the CONTRACTOR to whom the contract is awarded, and any subcontractor under him, shall pay all workers employed on this project not less than the wages specified in the General Prevailing Wage Determination Made By The Director of Industrial Relations that is in effect on the date that the invitation for bids is first published (“State Prevailing Wage”). Copies of this Determination are on file with the AGENCY staff and shall be made available for the review of any interested party upon request. 1.8 Further, there shall be no discrimination in employment practices on the basis of race, religious creed, color, national origin, ancestry, physical disability, mental disability, medical condition, marital status, sex, age, or sexual orientation of such person. 1.9 The AGENCY hereby affirmatively ensures that minority, or women business enterprises will be afforded full opportunity to submit bids in response to this notice and bidders will not be discriminated against on the basis of race, religious creed, color, national origin, ancestry, physical disability, mental disability, medical condition, marital status, sex, age, or sexual orientation. 1.10 Pursuant to California Public Contract Code Section 22300, and at the request and expense of the CONTRACTOR to whom the contract is awarded, securities shall be permitted in substitution of money withheld by the AGENCY to ensure performance under the contract. 1.11 This project consists of a base bid and add alternate 1.
