COUNTY OF BUTTE STATE OF CALIFORNIA DEPARTMENT OF PUBLIC WORKS NOTICE TO BIDDERS Sealed proposals will be received at the COUNTY OF BUTTE office, Department of Public Works, Director of Public Works, 7 County Center Drive, Oroville, California, until 10:00 am on 4/14/2026 at which time they will be publicly opened and read aloud for construction in accordance with the project specifications and plans to which special reference is made, as follows: Concow Road Rehabilitation The work is located within Butte County, California, west of Highway 70, and near the community of Yankee Hill, and consists of, but is not limited to, clearing, grubbing and restoration of ditches and culverts, traffic control, grading, paving, full depth reclamation with cement, storm drain facilities, striping and pavement markings, signs and markers, all in conformance with the California Department of Transportation 2025 Standard Specifications, and these Special Provisions, unless specified herein. All work shall include furnishing all labor, tools, materials, equipment, and incidentals necessary to complete the project as shown on the plans, as described in the Special Provisions, or as directed by the Engineer. Project Information Access - Digital bid documents (Plans and Special Provisions) may be obtained for free at the Butte County Public Works Website at: http://www.buttecounty.net/961/Projects You must be registered with Public Purchase (Free Registration) prior to accessing documents. There is no fee for obtaining bid documents through Public Purchase. Select the project name from the Public Purchase list to obtain digital bid documents, ask questions regarding the project, and view plan holder's list. If you need assistance regarding the use of Public Purchase, go to their website at www.publicpurchase.com and select the CHAT or HELP buttons in the upper left-hand corner of the webpage. Any person who has accessed the project will automatically get addendum notifications emailed to them. Butte County Public Works will no longer provide hard copies of bid documents. No pre-bid meeting is scheduled for this project. Interested bidders may visit the site at any time to get familiarized with the project. All questions, inquiries, or any other communication relating to this project shall be asked through Public Purchase. All Proposal PF pages contained within the project Specifications booklet must be included in the bid submittal. The successful bidder shall furnish a payment bond and a performance bond. Bids are required for the entire work described herein. This contract is subject to State contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. Contract items of work and quantities thereof for which payment will be made under this contract are contained in the proposal. The items of work and quantities are given as a basis for the comparison of bids and the County of Butte does not, expressly or by implication, agree that the actual amount of work will correspond therewith, but reserves the right to increase or decrease the amount of any class or portion of the work, or to omit portions of the work, as may be deemed necessary or advisable by the Engineer. The County of Butte affirms that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises (DBEs), Small and Minority Business Enterprise (MBE), and Women's Business Enterprises (WBE), as defined in 49 CFR 26 and 24 CFR 85.36, will be afforded full opportunity to submit bids in response to this invitation. This project is subject to the "Buy America" provisions of the Surface Transportation Assistance Act of 1982, as amended by the Intermodal Surface Transportation Efficiency act of 1991. This project is also subject to the "Build America Buy America Act" provisions of the Infrastructure Investment and Jobs Act of 2021. It is the responsibility of the prime construction contractor of a Federal-Aid Project to ensure that the required contract provisions contained in Section E Federal-Aid Contract Language are physically included in all subcontracts, lower tier subcontracts, and purchase orders. Incorporating the required contract provisions contained in Section E into subcontracts by reference is not acceptable. Federal Prevailing Wages are required on this contract. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and prevailing wage rates determined by the Department of Industrial Relations for similar classifications of labor, the Contractor and his subcontractors shall pay no less than the higher wage rate. This includes "helper" (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate, which most closely approximates the duties of the employees in question. Holiday rates of pay shall be governed by the applicable California Department of Industrial Relations (DIR) prevailing wage determinations and, where applicable, federal Davis-Bacon Act wage determinations, as in effect at the time the work is performed. Holiday premium pay is required only when the applicable prevailing wage determination for the specific craft or classification includes recognized holidays and corresponding holiday rates of pay. Recognized holidays and holiday premium rates vary by craft/classi-fication and are defined within the applicable collective bargaining agreement referenced by the DIR wage determination. County-recognized holidays do not independently establish prevailing wage holiday pay requirements. Contractors are responsible for reviewing the DIR prevailing wage determinations, including holiday provisions, prior to performing work on Saturdays, Sundays, or holidays. The federal prevailing wage rates are available directly from the System for Award Management (SAM) Home Page at: https://sam.gov The Board of Supervisors has ascertained, pursuant to Section 1773 of the Labor Code, the general prevailing wage rates for straight time, overtime, Saturday, Sunday and holiday work applicable to the work to be done in Butte County are the same as the general prevailing wage rates as determined by the California Department of Industrial Relations (DIR). State Prevailing Wages can be found online at: March http://www.dir.ca.gov/OPRL/PWD/Index.htm The labor surcharge and equipment rental rates to be used under this contract shall be as listed in the State of California Department of Transportation Division of Construction publication entitled "Labor Surcharge and Equipment Rental Rates" that are in effect when the work is accomplished. The attention of bidders is particularly directed to the provisions of Section 5-1.12, "Assignment," of the Standard Specifications regarding assignment of the contract. Contractor's attention is directed to Section 3-1.06, "Contractor License" of the Standard Specifications. The Contractor and any Subcontractors shall possess a Class A license or a combination of classes required by the categories and types of work included in this contract at the time this contract is awarded through Contract acceptance (Public Contract Code � 10164). The County of Butte reserves the right to reject any or all bids and to waive any informality in any bid. Bidders' attention is particularly directed to Government Code Section 14402 relating to money withheld to insure performance of the contract. No bid will be considered unless it is made on a blank form furnished by the Butte County Department of Public Works and is made in accordance with the provisions in Section 2, "Bidding" of the standard Specifications. Bidder's attention is directed to properly responding to all proposal attachments. Sections 2-1.06A through 2-1.11 (inclusive), and Section 2-1.47, "Bid Relief" of the Standard Specification shall not apply. The County and Contractor shall utilize the following internet-based software programs, CMIS Construction Management System for this project for the submission of all data and documents (unless specified otherwise in Section 5 of the Special Provision), and LCPtracker Pro for submitting all certified payroll records throughout the duration of the Contract.
