NOTICE INVITING SEALED BIDSFORANNUAL MISCELLANEOUS INFRASTRUCTURE REPAIRS PROJECT (FY25/26)IN THE CITY OF PALOS VERDES ESTATESCITY PROJECT NO. PW-719-25 Public notice is hereby given that the City of Palos Verdes Estates, as AGENCY, invites sealed bids for the above-stated project. The AGENCY will receive ELECTRONIC BIDS ONLY until 2:00 pm on Thursday, March 26th , at which time, the ELECTRONIC bids will be opened and posted on PlanetBids. Bids received after the time and date for the bid opening will not be accepted and shall be returned unopened. Bids shall be received electronically only on the PlanetBids Portal accessible through the City of Palos Verdes Estates Public Works Department Bid Postings webpage at https://www.pvestates.org/services/public-works/bid-postings . To submit your bid electronically and to review Bid tabulation results (“Bid Opening”), please visit the following link: https://pbsystem.planetbids.com/portal/50534/portal-home . Bidders are solely responsible for on-time submission of their electronic bid. The AGENCY will only consider bids that have been transmitted successfully and have been issued an ebid confirmation number with a time stamp from the bid management system indicating that the bid was submitted successfully. Transmission of bids by any other means will not be accepted. Bidders shall be solely responsible for informing themselves with respect to the proper utilization of the bid management system, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Failure of the bidders to successfully submit electronic bids shall be at the bidders’ sole risk and no relief will be given for late and/or improperly submitted bids. SCOPE OF WORK . The work to be performed under this contract shall consist of furnishing and installing all materials, equipment, tools, labor, and incidentals as required by the Plans, Specifications, and Contract. The general items of work include, but are not limited to, injection of polyurethane grout within a small void, localized pavement repairs, catch basin improvements, reconstruction of a 24” storm drain pipe, and pavement striping and markings, and all other items not mentioned but indicated in the Plans and Specifications. This work requires a California Class A and/or a combination of Specialty Class C contractor’s license. All questions and request for information must be submitted in writing via the Q & A section on the City of Palos Verdes Estates bid page https://pbsystem.planetbids.com/portal/50534/portal-home . No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code Section 1771.1 (a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. All persons performing the work shall be paid not less than the General Prevailing Wage Determination prepared by the Director of Industrial Relations pursuant to the State Labor Code. Copies of these wage rates are available at the Department of Public Works. The AGENCY hereby affirmatively ensures that minority business enterprises will be afforded full opportunity to submit bids in response to this notice and will not be discriminated against on the basis of race, color, national origin, ancestry, sex, religion, or handicap in any consideration leading to the award of contract. In entering into a public works contract or a subcontract to supply goods, services, or materials pursuant to a public works contract, the Contractor, or subcontractor offers and agrees to assign to the awarding body all rights, title, and interest in and to all cases of action it may have under Section 4 of the Clayton Act (15 U.S.C. Section 15) or under the Cartwright Act (Chapter 2 [commencing with Section 16700] of Part 2 of Division 7 of the Business and Professions Code), arising from purchases of goods, services, or materials pursuant to the public works contract or the subcontract. This assignment shall be made and become effective at the time the awarding body tenders final payment to the Contractor without further acknowledgment by the parties. Bids must be made in accordance with and as directed in the Specifications, and all proposers shall comply with Federal, State and local laws applicable thereto. The City of Palos Verdes Estates reserves the right to reject any and all bids , and to waive any informality in any bid received, to be the sole judge of the merits of the respective bids received, to issue addenda, to modify, or withdraw the RFB. All bids are binding for a period of forty-five (45) days after they are opened any may be retained by the AGENCY for examination and comparison. NO LATE BIDS WILL BE ACCEPTED.
