THE CITY OF PLEASANT HILL 100 Gregory Lane Pleasant Hill, CA 94523 NOTICE INVITING BIDS SHELLY DRIVE & RUTH DRIVE STORM DRAIN REHABILITATION PROJECT Project No. 02-25 NOTICE IS GIVEN that sealed bids will be received at the Public Works Department Counter at the City of Pleasant Hill, 100 Gregory Lane, Pleasant Hill, CA 94523, for the SHELLY DRIVE AND RUTH DRIVE STORM DRAIN REHABILITATION PROJECT CITY PROJECT NO. 02-25. TIME AND DATE OF BID OPENING: Sealed bids will be received at the Public Work Department Engineering Counter until 2:00 P.M. on Thursday, April 23, 2026, at which time they will be publicly opened and read. Sealed envelopes containing bid documents shall be clearly marked on the outside: "Bid for SHELLY DRIVE AND RUTH DRIVE STORM DRAIN REHABILITATION PROJECT, CITY PROJECT NO. 02-25". It is the responsibility of each prospective bidder to download and print all Bid Documents for review and to verify the completeness of Bid Documents before submitting a bid. Any Addenda and current bidding information will be posted on the City's website: https://www.pleasanthillca.org/354/Engineering-Division. It is the responsibility of each prospective bidder to check plan rooms and City's website on a daily basis through the close of bids for any applicable addenda or updates. The City does not assume any liability or responsibility based on any defective or incomplete copying, excerpting, scanning, faxing, downloading or printing of the Bid Documents. Information on plan rooms and City's website may change without notice to prospective bidders. The Contract Documents shall supersede any information posted or transmitted by plan rooms. Any person intending to submit a bid for the proposed construction who finds discrepancies in, omissions from, or is in doubt about the true meaning of any part of the Drawings, Specifications, or Contract Documents must submit a written request for interpretation no later than 12:00 PM on the fifth (5th) business day prior to the bid opening date. Any interpretation or correction will be issued as an addendum. Only written interpretations or corrections provided through an addendum shall be binding. After this deadline, the City will not consider such questions as the basis for a bid protest. LOCATION AND SCOPE OF WORK: The work to be done is generally located on Ruth Drive and Shelly Drive in Pleasant Hill, California. The work generally consists of but not limited to temporary construction fencing and traffic control; protection of existing utilities; public notification; demolition; excavation; removal of existing drainage structures, piping; backfill; replacement of existing facilities including landscaping, irrigation, curb and gutter; construction of new storm drain water pipe and drainage structures; maintaining storm drain system during construction of new improvements including storm water protection measures to treat runoff; storm water protection for construction area; grading; connections to storm drain pipe and inlets; landscape and pavement restoration. TIME FOR BEGINNING AND COMPLETION OF WORK: The Contractor shall provide all required signed agreements, insurance, City business licenses, and bonding no later than five (5) business days following the date specified in the Notice of Award (which may be hand delivered or sent by facsimile/email). The Contractor shall begin work no later than June 16, 2026; The Contractor shall complete all the work on the project within sixty (60) working days after the beginning date specified in the Notice to Proceed. PRE-BID CONFERENCE: A non-mandatory pre-bid conference is scheduled for Tuesday, April 7, 2026 at 2:00 P.M. The Pre-bid conference will be held at the Public Services Center, 2nd Floor, 310 Civic Drive, Pleasant Hill, CA 94523. All prospective bidders are encouraged to attend the pre-bid conference and thoroughly inspect the project site prior to submitting a bid. CONTRACTORS LICENSE REQUIRED: No contract shall be awarded to a contractor who has not been licensed in accordance with the provisions of Chapter 9, Division III, of the Business and Profession Code, Section 7000 et seq., known as the Contractor's State License Law. The Contractor shall possess a Type A General license at the time the contract is bid. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. REGISTRATION WITH THE DEPARTMENT OF INDUSTRIAL RELATION (DIR) IS REQUIRED FOR THIS PROJECT. Pursuant to Labor Code Section 1725.5, amended by SB 854, effective July 1, 2014 requires all contractors and subcontractors to annually register with the Department of Industrial Relations (DIR) to be qualified to bid on, be listed in a bid proposal, or engage in the performance of any public work contract. No contractor or subcontractor may be listed on a bid proposal, or be awarded a contract, for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. This project is subject to compliance monitoring and enforcement by DIR. Contractors and subcontractors must furnish electronic certified payroll records to the Labor Commissioner in addition to the City of Pleasant Hill. BID TO REMAIN OPEN; BID SECURITY: Each Bidder shall guarantee the total bid price for 180 days from the date of bid opening. Bids are required for the entire work described herein. Each bid shall be accompanied by a certified or cashier's check or bid bond in the amount of 10% of the total bid price. This security shall be payable to the City of Pleasant Hill, as guarantee that the Bidder, if its Bid is accepted, will promptly obtain the required bonds and insurance and will prepare the required submittal documents and execute the Agreement. Under Public Contract Code section 20170, all bid bonds must be executed by an insurer admitted to transact surety insurance in the State of California. AWARD OF CONTRACT: The City reserves the right, after opening bids, to reject any and all bids, to waive any informality (non-responsiveness) in a bid, or to make award to the lowest responsive, responsible bidder and reject all other bids, as may best serve the interest of the City. The successful bidder shall furnish the following bonds: 1) Performance; and 2) Labor and Material; within five (5) business days from the Notice of Award. Inquires or questions based on alleged patent ambiguity of the plans, specification or estimate must be communicated in writing as a bidder inquiry prior to bid opening. Any such inquiries or questions, submitted after bid opening, will not be treated as a bid protest. BID PROTEST: The bidder's attention is directed to the provisions in Section 3-05, "Bid Protest Procedure" of these General Conditions for the requirements and conditions concerning award and execution of contract. WAGE SCALE: The Contractor is required to pay prevailing wage rates, and other provisions of wage rate requirements, overtime, keeping of payroll records and use of apprentices as set forth in the latest Caltrans Standard Specifications.
