NOTICE INVITING BIDS The Oro Loma Sanitary District, California hereby invites bids for the project, in accordance with California Public Contract Code Section 20804 and other applicable law, and the following: All bids must be delivered to the Oro Loma Sanitary District, 2655 Grant Avenue, San Lorenzo, California 94580 on or before 2:00p.m., Pacific Time, on April 16, 2026. Bids will be opened and read publicly at that time. Bids must be made on the bid forms included in the bid package. Notice is hereby given in accordance with California Public Contract Code Section 6610 of a pre-bid meeting at 10:00a.m., Pacific Time, on March 12, 2026. The pre-bid meeting will take place at the District Offices, 2655 Grant Avenue, San Lorenzo, CA 94580. The project contractor shall furnish all tools, equipment, apparatus, facilities, labor and material necessary to perform and complete in a good and workmanlike manner the construction of the DIGESTER REHABILITATION PROJECT PHASE 1, Project No. 45-281.08 as shown in the project technical specifications and plans and in accordance with the contract documents within 430 calendar days of the project commencement date specified in the notice to proceed for the project. The project work is generally described as: Constructing and commissioning the following components: A. Demolition of Digester 2 and Digester 5. B. Demolition of Digester 1 (Bid Alternate A). C. Addition of a sludge thickening facility with three owner furnished skid-mounted rotary drum thickener (RDT) systems. D. Purchase of skid-mounted RDT systems through contract assign- ment (Bid Alternate B). E. Addition of a slab-mounted dual-membrane digester gas holder. F. Relocation of an existing grinder and installation of a new grinder. G. Select piping and valve modifications to existing sludge, water, and digester gas lines. H. Modification of affected electrical, instrumentation, and SCADA items to accommodate select project components described above. I. Repair and reconstruction of existing facilities affected by the Work and all Work necessary to render the facility complete and operational. All of the project work is to be done in accordance with the bid package on file at the District Offices, Oro Loma Sanitary District, 2655 Grant Avenue, San Lorenzo, California, 94580. Requests for information on receiving bid packages should be directed to the District Office, Attention: Yujie Liu. There will be a fifty ($50) non-refundable charge for each printed bid package. Checks and money orders must be made payable to the Oro Loma Sanitary District. Cash will not be accepted. Bid packages will be mailed upon request and receipt of the non-refundable charge and the bidder's UPS or FedEx account number. Bid packages can be downloaded for free at the following website: http://engr.oroloma.org/projects. The Engineer's estimate for the base bid is $6,370,000. A Class A California contractor's license is required to bid on the project. Consistent with California Labor Code section 1771.1, Bidders and all proposed subcontractor(s) shall not be qualified to bid on, or be listed in a bid, subject to the requirements of Section 4104 of the Public Contract Code or engage in the performance of any work under the contract here advertised for bids, unless currently registered and qualified to perform public work pursuant to Section 1725.5 of the California Labor Code. This requirement is subject limited exceptions, only as provided in the California Labor Code. Bidders or subcontractor(s) may not be awarded the Contract unless registered as noted above. A successful Bidder must comply with all prevailing wage laws applicable to the Project, and related requirements contained in the Contract Documents. Consistent with California Labor Code Section 1771.4(a)(1), Bidders are advised the project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The District reserves the right to reject any and all bids and/or to waive any bid irregularities to the extent permitted by law. Where appropriate, the District may respond to such questions by addenda transmitted to all bid package recipients. All bids will remain valid for 90 days after the bid opening.
