Project Description: Deer Island Residence is an existing 1,193 square foot building that will receive improvements to house seasonal employees for the Marin County Open Space District. The scope of this project will address both interior and exterior elements and generally includes, but is not limited to: addition of insulation to the building; addition of kitchen cabinets and appliances; accessible improvements to the bathroom; addition of an accessible shower; conversion to accessible doorways; addition of an electric washer/dryer; replacement of interior and exterior lighting fixtures; replacement of existing water heater and furnace with electric heat-pump; removal of existing propane tank; addition of WUI foundation vents and improvements to roof soffits; and addition of outlet for future EV charging. To accommodate the load of all-electric appliances, the project includes upgrading the electrical service panel. Pre-bid Conference: There is a mandatory pre-bid conference scheduled for this project on Thursday, March 5, 2026, at 11:00 a.m. The location is 305 Deer Island Lane, Novato, CA 94945. Pre-bid Questions: Questions concerning the Bid should be submitted via Bid Express no later than 5:00 p.m. on Thursday, March 12, 2026. Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening. Bid Submission: The County of Marin will accept electronic bid submittals through BidExpress on or before Tuesday, March 24, 2026 at 2:00 p.m., at which time bids will be publicly opened and read aloud on a Zoom Meeting. 1. The Engineer's estimated cost for the accomplishment of this work is $340,000. Bids are required for the entire work described herein. 2. The Contractor shall possess a valid Class "B" General Building Contractors License at time of bid submittal. 3. To bid on this Project, the Bidder and all subcontractors are required to be registered as a public works contractor with the Department of Industrial Relations pursuant to the Labor Code. The Bidder's and all subcontractors' registration must remain active throughout the term of the Contract. 4. A Bid Bond in the amount of 10% of the total bid amount payable to the County of Marin shall accompany the Proposal. 5. Award of contract, if awarded, will be to the lowest responsible bidder whose proposal complies with prescribed requirements, and will be within sixty (60) days after the date of the Bid Opening. 6. The County may extend the specified award period if the Lowest Responsive Responsible Bidder agrees. If the Lowest Responsive Responsible Bidder does not receive a request to extend the award period, or receives a request but does not accept a County request to extend the award period, before 4:00 pm on the last day of the award period: a. Your bid becomes invalid b. You are not eligible for the award of the contract The Board of Directors of the County of Marin reserves the right to reject any or all bids and the right to waive any irregularities. 7. At the successful Contractor's option, securities may be substituted for the required retention, in accordance with the provisions of Section 22300 of the State of California Public Contract Code. 8. Pursuant to Public Contract Code Sections 7201 and 9203, the County of Marin shall retain 5 percent (5%) of the contract price until final completion and acceptance of the project. 9. This project is to be advertised pursuant to Public Contract Code 22037. 10. The work shall be performed in accordance with official Drawings, Specifications, and other Contract Documents prepared in reference thereto which may be obtained from the County of Marin Bid Express home page at https://www.bidexpress.com/businesses/53528/home, and selected Bay Area Builder's Exchanges and trade publications. 11. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5 of the Labor Code. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 of the Labor Code at the time the contract is awarded. 12. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. 13. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. 14. The County of Marin hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business and woman owned business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award. 15. This is a public works contract subject to the provisions of Part 7 of Division 2 of the California Labor Code (Sections 1720 et seq.). In accordance with Labor Code Section 1771, Contractor and all subcontractors shall pay not less than current prevailing wage rates as determined by the California Department of Industrial Relations ("DIR") to all workers employed on this project. 16. Pursuant to Section 1773 of the California Labor Code, the general prevailing wage rates for Marin County where the work is to be done have been determined by DIR. These wages are set forth in the General Prevailing Wage Rates for this project, available at the Department of Public Works. Prevailing Wage rates are also available at the State of California Division of Labor Statistics and Research website: http://www.dir.ca.gov/DLSR/PWD/index.htm In accordance with Labor Code Section 1815, Contractor and all subcontractors shall pay all workers employed on this project 1 1/2 the basic rate of pay for work performed in excess of specified hour limitations. The work performed pursuant to this agreement is subject to compliance monitoring and enforcement by the Department of Industrial Relations. California Labor Code Sections 1777.1, 1775, and 1813, describe potential penalties contractors or subcontractors may be subject to for failure to comply with the prevailing wage law. Wage and equipment rental rates as determined by the State of California are listed in the Department of Transportation publications entitled "General Prevailing Wage Rates," issued monthly, and "Labor Surcharges and Equipment Rental Rates," issued semi-monthly. The U.S. Department of Transportation (DOT) provides a toll-free "hotline" service to report bid rigging activities. Bid rigging activities can be reported Mondays through Fridays, between 8:00 A.M. and 5:00 P.M., eastern time, Telephone No. 1-800-424-9071. Anyone with knowledge of possible bid, bidder collusion, or other fraudulent activities should use the "hotline" to report these activities. The "hotline" is part of the DOT's continuing effort to identify and investigate highway construction contract fraud and abuse and is operated under the direction of the DOT Inspector General.
