NOTICE INVITING BIDSWESTMINSTER SCHOOL DISTRICTNOTICE IS HEREBY GIVEN that the Westminster School District, acting by and through its Governing Board, hereinafter referred to as “District”, will receive prior to 2:00 p.m., May 14, 2026, sealed bids from for the award of a Contract for the following:
HVAC UPGRADE & MODERNIZATION – SCHROEDER ELEMENTARY SCHOOL AND WILLMORE ELEMENTARY SCHOOLBid No. 2025/26-02All bids shall be made and presented only on the forms presented by the District. Bids shall be received in the Business Services office at 14121 Cedarwood Street, Westminster, CA 92683, 714-894-7311 attention Scott Harvey and shall be opened and publicly read aloud at the above stated time and place. Any bids received after the time specified above or after any extensions due to material changes shall be returned unopened.As set forth in the bid documents, these bid documents cover two separate projects, Schroeder Elementary School and Willmore Elementary School with the same scope of work. Bidders can submit bids for one project or both projects separately. If a bidder submits bids for each project, they must confirm in writing that they have the capacity to complete both projects on time by signing the affidavit included in the bid documents. Please further note that the District increased the liquidated damages for both projects because both projects must be completed on time. Except as otherwise stated in the bid documents, all terms, conditions, and requirements set forth in the bid documents apply to both projects.Prequalification of BiddersAs a condition of submitting a bid for this Project, and in accordance with California Public Contract Code section 20111.6, prospective bidders are required to submit to the District a completed set of prequalification documents on forms provided by the District. These documents will be the basis for determining which bidders are qualified to bid on this Project.Bids will not be accepted if a General Contractor has not been prequalified where prequalification is required. Prequalification documents are available through PQ Bids and can be accessed from the Westminster School District website on the “Current RFP/Q& Bid Opportunities” webpage at https://www.wsdk8.us/departments/business-services/purchasing/current-bidding-opportunities or directly at https://pqbids.com/westminster/ . Prequalification documents must be submitted by 10:00 a.m. on May 1, 2026. Contractors can check their status of approval through the PQBids website of their prequalification rating within a reasonable period of time after submission of their prequalification documents.If this Project includes work that will be performed by mechanical, electrical or plumbing ("MEP") subcontractors (contractors that hold C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43 or C-46 licenses), such MEP subcontractors must also be prequalified . A list of prequalified MEP subcontractors will be made available by the District to all bidders at least five business days prior to the bid opening date. It is the responsibility of the bidder to ensure that all MEP subcontractors holding any of the licenses listed above are properly prequalified before submitting a bid. This prequalification requirement applies even if the subcontractor will perform, or is designated to perform, work that does not require one of the licenses listed above, but the subcontractor holds one of the licenses listed above.CONTRACTOR should consult the General Conditions, Supplementary Conditions, and General Requirements regarding Milestones and Liquidated Damages.*Bid documents are available beginning on April 9, 2026 on the Westminster School District website at https://www.wsdk8.us/divisions/business-services/purchasing/current-bidding-opportunities on the “Current Bid Opportunities” page under Business Services.A Mandatory Pre-Bid Conference and Job Walk will be held on April 14, 2026 at 10:00 a.m., at Schroeder Elementary School, 15151 Columbia Lane, Huntington Beach, CA 92647 and continue to Willmore Elementary School, 7122 Maple Street, Westminster, CA 92683, at 11am. Bidders must attend the Pre-bid Conference and Job Walk at both locations to be eligible to bid on both projects. Any Contractor bidding on the Project who fails to attend the mandatory job walk and conference, will be deemed a non-responsive bidder and will have its bid returned unopened. Bidders are to be in attendance for the entire duration of the Pre-Bid Conference and Job Walk.Each bidder shall be a licensed contractor pursuant to the California Business and Professions Code and be licensed to perform the work called for in the Contract Documents. The successful bidder must possess a valid and active B or A license at the time of bid and throughout the duration of this Contract.
