NOTICE IS HEREBY GIVEN that sealed bids will be received by the City of Yorba Linda, as AGENCY, for furnishing all materials, equipment, tools, labor and incidentals as required for the above stated project in strict accordance with the specifications and maps on file at the office of the City Clerk of the City of Yorba Linda.Bids will be received at the office of the City Clerk, City of Yorba Linda , until 10:00 A.M. on Thursday, April 02, 2026 at which time and place the bids will be publicly opened and read aloud. Bids shall be submitted in sealed envelopes marked on the outside,"SEALED BID FOR LANDSCAPE MAINTENANCE WITHIN LANDSCAPE MAINTENANCE ASSESSMENT DISTRICT PACKAGE D – SAN ANTONIO”All questions regarding the specification and agreement must be submitted in writing via email by Monday, March 23, 2026. Response to questions will be provided in 1 -2 business days after the question deadline.The general items of work to be performed herein consists of furnishing all materials, equipment, tools, labor, and incidentals as required by the Specifications, and Contract Documents for the maintenance of city-maintained landscape plantings, irrigation systems, various hardscape areas, right-of-way, and sidewalks within Landscape Maintenance Assessment District’s, PACKAGE D – SAN ANTONIO, within the City of Yorba Linda, in Orange County.The AGENCY reserves the right, after opening bids, to reject any or all bids, or to make award to the lowest responsible bidder and reject all other bids; to waive any informalities, irregularities, and defects in the bidding; and to accept any bid or portion thereof; and to take all bids under advisement for a period of ninety (90) days. Bids will be compared on the basis of the Engineer's Estimate of the quantities of the several items of work as shown on the Bid Sheets. Only such plans, specifications, and items of work as are appropriate shall apply to the work as bid.At the time of contract award, the CONTRACTOR shall possess a current Class A or C-27 Contractor’s License to perform the work herein described.Bid must be accompanied by a certified or cashier's check, or by a corporate surety bond on the form furnished by the AGENCY, as a guarantee that the bidder will, if an award is made to him in accordance with the terms of his bid, promptly secure workmen’s' compensation insurance and liability insurance, execute a contract in the required form, and furnish satisfactory bond. Said check shall be in an amount not less than ten percent (10%) of the amount of the bid. The AGENCY reserves the right to reject bond if, in the opinion of the AGENCY Attorney, the Surety's acknowledgment is not in the form included in the contract documents or in another form substantially as prescribed by law.Minimum wage rates for this project have been predetermined by the Secretary of Labor. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the prevailing wage rates as determined by the State for similar classifications of labor, the CONTRACTOR and his subcontractors shall pay not less than the higher wage rate. Only contractors that are registered with the Department. of Industrial Relations can bid this project.In accordance with provisions of Section 1773.2 (amended 1977) of the California Labor Code, copies of the prevailing rate of per diem wages as determined by the State Director of Industrial Relations are on file in the office of the City Clerk of the City of Yorba Linda. It shall be mandatory upon the CONTRACTOR to whom the contract is awarded and upon any subcontractor under him to pay not less than said specified rates to all workmen employed by them in the execution of the contract.The City of Yorba Linda hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, Disadvantaged Business and Women's Business Enterprises will be afforded the opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, creed, color, or national origin in consideration for an award.A full set of specifications is available for inspection without charge at the public counter of the City Hall of the City of Yorba Linda.
