NOTICE OF PUBLIC HEARING CITY OF LIVINGSTON To All Interested Parties: NOTICE IS HEREBY GIVEN that the Livingston City Council will hold a Public Hearing at a Regular City Council Meeting on Tuesday, March 3, 2026, at 7:00 p.m. or soon thereafter in the City Council Chambers, 663. Main Street, Livingston, CA, to consider the following item: Parcel Map Application No. (PM 2025-01), Site Plan and Design Review Application No. (SPDR 2025-04) and Exception to Subdivision Ordinance Application No. (EXCPN 2025-01) to consider a proposal from Mr. Frank Sequeira to: Divide a vacant 15,843 square foot lot (0.36 acres) into two 7,922 square foot lots. Each lot is proposed to have a lot width of 53.39 feet and a depth of 148.37 feet. Each lot is proposed to be developed with a 918 square foot single-family dwelling and an attached 918 square foot Accessory Dwelling Unit (ADU). The requested exception from the Subdivision Ordinance development standards is to allow development of two parcels, each with a lot width at 53.5 feet. Livingston Municipal Code (LMC) 5-3-16, Table 7 Lot configurations identifies a minimum lot width requirement of 70 feet. Exceptions to the subdivision Regulations may be approved under LMC 6-11, Exceptions. The property is located at 612 East Avenue, Livingston, CA (APN # 024-100-036). The project site is zoned R-1 (Low Density Residential) and has a General Plan designation of LD (Low Density Residential). On February 10, 2026, the Livingston Planning Commission recommended to the City Council approval of PM and EXCPN 2025-01. The proposed Project is exempt from environmental review pursuant to CEQA Guidelines Section 15332 - Infill Development Projects, as the project consists of a division of one parcel into two parcels allowing the development of four single family dwellings, which can be adequately served by all required utilities and public services. Staff report and other materials for the above project will be available for review at the City of Livingston, 1416 "C" Street, after February 27, 2026.
