BHM Construction, LLC REQUEST FOR PRICING TO PERFORM SUBCONTRACTOR CONSTRUCTION SERVICES FOR THE RICHMOND HS PHASE 1 INC 2 PROJECT BHM Construction is the West Contra Costa Unified School District's general contractor for the Richmond High School Building E. BHM Construction is requesting subcontractor bids for all divisions of work: Scope of Work: Construction of a new 2-Story type II-B Classroom Building (Bldg E), approx. 60,000 sq.ft., to include parking lot and associated site work. Each subcontractor is responsible to ensure that their bid has been received by BHM Construction prior to the above stated time and date. Questions: Bidding questions must be submitted no later than February 24th 2026, at 3:00PM. All questions are to be submitted through Building Connected. Value: This scope is valued at $65,000,000. Construction Schedule: April 2026 through July 2027 Award: BHM Construction will award the subcontracts, if it awards at all, based on the criteria permitted under Education Code �17406 and as authorized by the West Contra Costa Unified School District. The West Contra Costa Unified School District ("District") has determined that some subcontractors on future projects ("Contractor(s)" or "Firm(s)") must be prequalified prior to submitting a bid or proposal on a project. This form must be completed by any subcontractor with a C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and/or C-46 license that intends to bid and perform under one of these license categories as a first-tier subcontractor to a general contractor (prime contractor) that is bidding directly to the district. Terms and/or conditions in Subcontractor's bid inconsistent with BHM's subcontract agreement will be void. Subcontractors are required to submit proof of insurance per the terms of BHM's subcontract agreement and the requirements outlined in the project specifications. A waiver of subrogation will be required with all subcontract agreements. If a project is subject to Prevailing Wage or a Project Labor Agreement/Project Stabilization Agreement Subcontractor will be required to honor those terms. It is recommended that interested bidders familiarize themselves with the site and surrounding area. There will be a non-mandatory Pre-bid Site Walk held prior to the bid date. Date & time are TBD. Contractors must be registered with the State of California Department of Industrial Relations (DIR). BHM relies on the pricing submitted by Subcontractor as an all-inclusive price for the trade scope found in the plans and specifications, regardless of any qualifying language in the proposal. BHM's listing of a subcontractor is not an acceptance of any or all of that subcontractor's conditions, qualifications, exclusions, or exceptions listed in the bid proposal. Subcontractor agrees that their bid will remain valid for the same period of time that the prime contractor's bid must remain valid for with Owner, per the project specifications. BHM may, at its discretion, charge a subcontractor who withdraws its bid after BHM submits its bid to Owner the difference in cost charged by the replacement subcontractor. Successful subcontractors shall pay all workers on the project not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations, State of California, for the type of work performed and the locality in which the work is to be performed within the boundaries of the district, pursuant to sections 1770 et seq. of the California Labor Code. Prevailing wage rates are available from the district at the district's office or on the internet at: <http://www.dir.ca.gov>. Subcontractors shall comply with the registration and qualification requirements pursuant to sections 1725.5 and 1771.1 of the California Labor Code. Successful subcontractors may be required to provide 100% Payment and Performance bonds. These must be from an admitted California surety with an AM Best rating of A-VII or better. These bonds will name BHM Construction as oblige and guarantee prompt and faithful performance of the subcontractor and payment of all claims for labor and materials furnished or used in and about the work to be performed under the subcontract. If subcontractor fails to meet this requirement, BHM may reject the bid and make a substitution for another subcontractor subject to Public Contract Code �4107. Bidders are responsible for thoroughly reviewing all provided materials and ensuring they have a complete understanding of the project requirements. If any information appears to be missing, unclear, or conflicting, bidders must promptly seek clarification from the issuing authority before submitting their bid. Failure to address discrepancies or obtain necessary clarifications may result in the rejection of the bid or the inability to meet project specifications.
