NOTICE OF PUBLIC HEARINGNOTICE IS HEREBY GIVEN that the Kings County Planning Commission will hold public hearings, pursuant to provisions of Appendix A of the Kings County Code of Ordinances ( Development Code No. 668.20 , to consider the following applications: 1. Conditional Use Permit No. 25-05 (Thomas Bros. Gypsum Sales) - The applicant is proposing to establish gypsum storage and sales as a soil amendment at an existing composting facility located at 20111 Excelsior Ave., Riverdale, Assessor’s Parcel Number 004-062-003. The facility proposes to store up to 30,000 tons of gypsum during peak season (9 months) and up to 10,000 tons during off peak season (3 months). During the peak season, approximately 20 trucks per day are anticipated, which could increase to 30 trucks per day in the future. The facility will operate six (6) days a week during the peak season with approximately 4,676 truck trips, which could increase to 7,015 trips in the future. Gypsum will be stored in a designated area on site to prevent dust generation, contamination, and runoff. This storage area will be managed in compliance with air quality and stormwater control regulations to minimize environmental impacts. The enriched compost will be sold to local farmers, providing them with a high-quality, affordable soil amendment that supports healthier crop yields and sustainable farming practices. The facility’s operations ensure that gypsum sales will not interfere with existing composting activities or create significant additional impacts on traffic, noise, or air quality. 2. Conditional Use Permit No. 25-09 (Pitman Enns Site) – The proposed poultry farm expansion is located at the Pitman Enns Site located at 7477 Clinton Avenue, Kingsburg, CA 93631, Assessor’s Parcel Number 002-070-017. The applicant proposes to expand an existing poultry farm of approximately 170,000 chickens to include an additional 120,000 chickens, for a new total of approximately 290,000 chickens. The project includes the construction of four (4) new poultry barns which would be 54’-0” wide and 500’-0” in length. The poultry barns will include the installation of new electrical service panels. Additional improvements to the facility include two (2) new drive approaches to access Clinton Avenue, parking, a new spray pad and a gate to the east access. This Conditional Use Permit application is a resubmittal of a previously approved project (Conditional Use Permit No. 17-11) which has since expired. The proposed project has not changed from the original submittal. Said hearings will be held Monday, March 2, 2026, at 7:00 p.m. in the Board of Supervisors Chambers, in Administrative Building No. 1, Kings County Government Center, 1400 W. Lacey Blvd., Hanford, California. Pursuant to California Government Code Section 65009, subdivision (b), if you challenge the above items in court, you may be limited to raising only those issues you or someone else raised at the public hearings described in this notice, or in written correspondence delivered to the Kings County Planning Commission at, or prior to, the public hearings. As part of its determination, the Planning Commission will consider a finding that no further environmental review is required for the project Conditional Use Permit No. 25-09 (Pitman Enns Site) pursuant to CEQA Guidelines Section 15162, based upon a previously approved Mitigated Negative Declaration (SCH No. 2019119053) adopted for the site.
