NOTICE OF FILING OF APPLICATION FOR APPROVAL OF BANK MERGER NOTICE IS HEREBY GIVEN that application has been made to the Office of the Comptroller of the Currency, Licensing Director, Independence Plaza, 1050 17th Street, Suite 1500, Denver, CO 80265 consent to merge Heritage Bank of Commerce, San Jose, California 95110 (Heritage Bank) with and into Citizens Business Bank, National Association, Ontario, California (Citizens) under the charter of Citizens. All of the current main offices and branch offices of the above named banks will continue to be operated after the merger as offices of Citizens. This notice is published pursuant to 12 USC 1828(c) and 12 CFR 5. This notice will appear three times over a 30day period, beginning January 28, 2026 and ending February 26, 2026.
