Request for Qualifications (RFQu) 26-011 SunLine Transit Agency NOTICE TO PROPOSERS SunLine Transit Agency TO: Prospective Proposers RE: Request for Qualifications (RFQu) ? 26-011 A&E Services for Microgrid Strategic Energy Plan Phase I Design Services SunLine Transit Agency (SunLine) will receive Statements of Qualifications (SOQ) due by April 14, 2026 at 3:00 PM PT from qualified design professionals to develop a Strategic Energy Plan that identifies, evaluates, and prioritizes a portfolio of technically feasible and financially viable energy projects. The design professional will gather and review relevant utility data; conduct a comprehensive site-assessment and feasibility analysis; develop conceptual site layouts for equipment at each site location; develop detailed project cost estimates and analyze multiple project delivery options; compile all findings into a comprehensive Strategic Energy Plan; develop a high-level procurement strategy and draft the subsequent Engineering, Procurement and Construction (EPC) Request for Proposals and provide additional design development, procurement and project support services. An optional (but highly recommended) pre-proposal conference at SunLine's Division 1 Facility; 32505 Harry Oliver Trail, Thousand Palms, CA 92276 will be held March 3, 2026 at 1:30 PM. Questions will be submitted to the PlanetBids portal and are due by 5 PM on March 17, 2026. The agreement to be entered into pursuant to this RFQu may be subject to a financial assistance contract between SunLine and the United States Department of Transportation. If the proposal is subject to Federal financial assistance, and for any reason the Federal financial assistance is withdrawn, then and in such event SunLine may withdraw this RFQu and/or terminate any agreement entered into in accordance with these agreement documents and specifications. Copies of the RFQu and any addenda may be downloaded from the Bid Opportunities tab by accessing and search for RFQu 26-011 at SunLine's portal at https://vendors.planetbids.com/portal/56419/portal-home. SunLine reserves the right to accept or reject any proposal and to waive minor informalities or irregularities in the proposal process.
