CITY COUNCIL OF CITY OF EAST PALO ALTO NOTICE OF PUBLIC MEETING NOTICE HIS HEREBY GIVEN THAT the following applications will be heard at a regular meeting of the City of East Palo Alto City Council at 6:00 p.m., or shortly thereafter as the matter may be heard, on MONDAY, MARCH 3, 2026 in the City Council Chambers within City Hall, 2145 University Avenue, East Palo Alto, California. Description: On February 24, 2026 the City Council will consider whether to review two projects the Planning Commission voted to not approve. Should there be a majority of the Council voting to call for review the two items, this serves as notice that the City Council will consider whether to approve or disapprove the two projects on March 3, 2026. The applicant is Sand Hill Property Company ("Applicant"). The proposed projects are located at 1675 Bay Road. The Applicant seeks to subdivide the currently vacant lot into two parcel to develop the two separate projects. The first project, University & Bay at 4 Corners Townhome Project (Design Review (DR25-004)), seeks to construct 106 residential units including 11 affordable housing units which would be provided at the moderate income level. The applicant requests approval of Design Review, Tentative Parcel Map, and a Tree Removal Permit to remove nine protected trees. The second project, University & Bay at 4 Corners Mixed Use Project (Design Review (DR25-007)), seeks to construct a mixed-use project consisting of approximately 5,500 square feet (sf) of retail/commercial space and 168 residential units. Of the 168 residential units proposed for the mixed-use project, 25 units would be included as affordable units at the low income level. The applicant requests approval of Design Review, Tentative Parcel Map, and a Tree Removal Permit to remove nine protected trees.
