NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS March 12, 2026 City of Bell 6330 Pine Ave, Bell, CA 90201 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Bell. REQUEST FOR RELEASE OF FUNDS On or about March 28, 2026, the City of Bell will submit a request to HUD for the release of Community Project Funding (CPF) grant funds under Title 24 Part 58 of the Housing and Urban Development, to undertake a project known as the City of Bell Pritchard Field Improvement Project located on 7100 Walker Avenue property identified as Assessor Parcel Number (APN:) 6327-034-905, Los Angeles County. The City expects to fund the Project using approximately $1,116,279 of CPF funds. The City of Bell Pritchard Field Improvement Project is a community park installation with amenities on a 1.88-acre parcel located on the north side of E Florence Avenue between Walker Avenue and Chanslor Avenue in the City of Bell. The Project site is identified as Accessor's Parcel Number (APN:) 6327-034-905 and consists of existing city parks and recreation facilities and vacant land. There are no existing structures located on the project site and no demolition would be required. There are no trees currently present on-site. The proposed development consists of two new playgrounds, a splash pad, a dog park, three picnic areas with gazebos, five fitness/exercise stations, walking trails, a parking lot, a combined restroom and office building, a native plants garden, park signage, a high screen wall for public art, landscaping, irrigation, and lighting. Trees would also be planted as a part of the proposed action. The Project site is zoned Residential 03 (R3) which permits Public/Institutional (Open Space) uses. The project site is in an urban area surrounded by residential and commercial uses. The Project property fronts Walker Avenue, with single-family and multi-family residential to the north and east, and a vacant lot and existing water storage facility to the south. The City's vision for the Project is to develop and expand city parks and recreation amenities with funding supported by CPF funds through the Department of Housing and Urban Development (HUD). FINDING OF NO SIGNIFICANT IMPACT The City of Bell has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement (EIS) under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Bell City Clerk's office located at 6330 Pine Ave, Bell, CA 90201and may be examined or copied on weekdays from 8:00 A.M to 4:00 P.M. ENVIRONMENTAL CERTIFICATION The City of Bell certifies to HUD that Rita Montalvo in her capacity as Public Works Director for the City of Bell consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Bell to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of fund and the City of Bell's certification for a period of fifteen (15) days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Bell; (b) the City of Bell has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD Los Angeles Field Office located at 300 North Los Angeles Street, Suite 4054, Los Angeles, CA 90012.
