Summary of Ordinance No. CS510 per Government Code �36933(c) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING SECTIONS 3.28.040, 3.28.050, 3.28.060, 3.28.070, 3.28.080 AND 3.28.120 OF CARLSBAD MUNICIPAL CODE CHAPTER 3.28 PURCHASING TO STREAMLINE PROCUREMENT, INCLUDING BY INCREASING THE CITY MANAGER'S AWARDING AUTHORITY FOR THE PROCUREMENT OF GOODS AND SERVICES TO $250,000 The proposed ordinance amends Sections 3.28.040, 3.28.050, 3.28.060, 3.28.070, 3.28.080 and 3.28.120 of Carlsbad Municipal Code Chapter 3.28 Purchasing to streamline and increase procurement efficiency by: Increasing the City Manager's awarding authority for the procurement of goods and services to $250,000 and creating a process for an annual review of the City Manager's awarding authority. Annual adjustments to that authority will align with the San Diego All Urban Consumers Consumer Price Index. Clarifying the city's current process of procuring capital outlay items approved by the City Council in the city's budget. Having the City Council approve construction plans and specifications once, when the construction contract is awarded, instead of the current process which requires approval before soliciting bids and again when the construction contract is awarded.
