CITY OF CHICO NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION DATE: April 3, 2026 NOTICE IS HEREBY GIVEN that the City of Chico Community Development Director intends to adopt a Mitigated Negative Declaration for the project described below. The project will be approved administratively unless referred to the City Council for action. Eaton Road and State Route 99 Southbound Ramps Project (Capital Project No. 50488) The City of Chico is proposing to transform the current intersection of Eaton Road and the State Route 99 southbound on/off ramps into a modern, four-legged multilane roundabout. The project is designed to enhance safety for all travel modes and accommodate future mobility requirements. The project site is located at the intersection of Eaton Road and the State Route 99 southbound ramps between Post Miles 36.1 and 36.6. Questions regarding the environmental review for this project should be directed to Jesse Hudson, Associate Planner - Public Works - Engineering Department, who can be reached via email at jesse.hudson@chicoca.gov. An Initial Study for environmental review has been prepared for the project. Based upon the information within the Initial Study, the Public Works Engineering Department is recommending that a Mitigated Negative Declaration be adopted for the project pursuant to the California Environmental Quality Act (CEQA). A Mitigated Negative Declaration is a determination that a project will not have a significant impact on the environment because revisions in the project have been made by or agreed to by the project proponent. A 30-day public review period is being conducted on the Initial Study / Proposed Mitigated Negative Declaration (IS/MND) commencing on April 3, 2026, and ending at 5:00 p.m. on May 4, 2026.
