CITY OF ORANGENOTICE OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM COMMITTEE PUBLIC HEARING The CDBG Program Committee will hold a public hearing on March 12, 2026, at 6:00 p.m. in the Weimer Room at City Hall, 300 E. Chapman Avenue, or as soon thereafter as the matter may be heard, to review and collect public input on the Fiscal Year 2026-27 CDBG and HOME draft funding recommendations for the preparation of the City’s 2026-2027 Annual Action Plan. SUBJECT : The City of Orange receives Community Development Block Grant (CDBG) funds and HOME Investment Partnerships (HOME) funds annually from the U.S. Department of Housing and Urban Development (HUD). The City will receive the following estimated amounts for Fiscal Year 2026-27: 1. CDBG - $910,0002. HOME - $304,529 PURPOSE : The purpose of the public hearing is to encourage public participation from the community. The Annual Action Plan is a component of the Five-Year Consolidated Plan (2025-2029) and is required by HUD for the City to receive federal funds. The Annual Action Plan summarizes housing and community development strategies, priorities and how the City plans to use CDBG, HOME, and other funds to address the needs of Low- and Moderate-Income residents. Projects, programs and funding amounts that are approved by the City Council at their meeting in May will be incorporated into the City’s Fiscal Year 2026-27 Annual Action Plan. This Plan covers the period of July 1, 2026, through June 30, 2027, which represents the second year of the City’s approved 2025-2029 Consolidated Plan. PROPOSAL : The City is proposing to allocate its CDBG funds to carry out a variety of community development activities during the 2026-27 fiscal year. In addition, the City is proposing to allocate its HOME funds to address affordable housing needs.
