NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS March 7, 2026 County of San Diego, California 3989 Ruffin Road San Diego, CA 92123 858-694-4807 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the County of San Diego. REQUEST FOR RELEASE OF FUNDS On or about March 24, 2026 the County of San Diego will submit a request to the HUD for the release of HOME funds and HOME-ARP funds under Title II of the Cranston-Gonzalez National Affordable Housing Act (NAHA) of 1990, and Project Based Vouchers (PBVs) authorized by Section 8 (o)(13)(19) of the U.S. Housing Act of 1937 (42 U.S.C. 1437f (o)(13)(19)) to undertake a project known as Spring Street Trolley for the purpose of new construction of an affordable family housing development in the City of La Mesa. The project will provide 147 apartment homes, which will contain twenty-four (24) studios, thirty-eight (38) one bedroom, forty-two (42) two bedrooms, and forty-one (41) three-bedrooms targeting 30%-80% area median income (AMI). There will be one (1) two-bedroom unit and one (1) three-bedroom unit for the on-site property manager. The project is designed to cater to low-income individuals, families, and veterans. The project will host 36-Project Based Vouchers (PBVs) as well as four (4) Veterans Affairs Supportive Housing (VASH) units assigned to this project. The total project cost is approximately 108,517,328 dollars. Estimated total HUD funding is expected to be up to 29,335,931 dollars with approximately 2,705,218.08 dollars in IHFT funds, 3,742,570.81 dollars in FY 2024 HOME funds, 2,126,942.11 in FY 2021 HOME ARP funds. Additionally, the project will receive an award of 36-Project Based Vouchers (PBVs) in the total amount of $19,053,600 ($952,680 annually for 20 years), as well as 4-HUD-VASH PBVS in the total amount of $1,725,600 ($86,280 annually for 20 years). The PBV total is $20,779,200.00. FINDING OF NO SIGNIFICANT IMPACT The County of San Diego has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. The activities proposed require an Environmental Assessment under HUD regulations at 24 CFR Part 58 regulations from the National Environmental Policy Act (NEPA). ENVIRONMENTAL CERTIFICATION The County of San Diego certifies to HUD that David Estrella in his capacity as Director of the County Department of Housing and Community Development Services consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the County of San Diego to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of fund and the Responsible Entity's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the County of San Diego; (b) the County of San Diego has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to two offices, HUD Los Angeles Field Office (Attn: Loren Ponce, CPD Representative) at mailto:CPDLA@hud.gov, and cc'd to Loren Ponce at Loren.V.Ponce@hud.gov,and HUD Los Angeles Office of Public Housing at HUDLOSANGELESOPH@hud.gov for the PBVs-HACSD, or by mail at HUD Los Angeles Field Office located at 300 North Los Angeles Street, Suite 4054, Los Angeles, CA 90012, Attn: Loren Ponce, CPD Representative, and/or Attn: to HUD Los Angeles Office of Public Housing.
