NOTICE OF ORDINANCE ADOPTION CITY OF SELMA, CALIFORNIA ORDINANCE NO. 2025-16AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SELMA PRE-ZONING APPROXIMATELY 75.3 ACRES TO R-4 (HIGH DENSITY RESIDENTIAL) AND C-3 (COMMERCIAL SERVICE) FOR APPLICATION NO. 2022-0030 (SELMA CASITAS PROJECT)On January 6, 2026, the City Council of the City of Selma adopted Ordinance No. 2025-16, which pre-zones approximately 75.3 acres of property to R-4 (High Density Residential) and C-3 (Commercial Service) zoning districts in connection with Application No. 2022-0030, filed by River Park Properties II for the Selma Casitas Project.The Selma Casitas Project is a mixed-use development consisting of approximately 600 multi-family units, 40,000 square feet of commercial retail/food service, a 100-key hotel, a public park, and a Vesting Tentative Subdivision Map. The pre-zoning is consistent with the approved General Plan Amendment under Resolution No. 2025-135R and is required as part of the annexation to the City of Selma, to be processed by the Fresno County Local Agency Formation Commission (LAFCo).The Ordinance assigns R-4 (High Density Residential) zoning to the multifamily residential portion of the project, and C-3 (Commercial Service) zoning to the commercial and hotel portions. These pre-zoning designations become effective solely upon successful completion of the annexation proceedings by Fresno LAFCo. The City Council relied on the Final Environmental Impact Report (SCH No. 2024070105), certified under Resolution No. 2025-135R, as the CEQA document for this Ordinance.
