Public comment period for Mercer Fraser's asphalt plant permit application begins now.

PUBLIC NOTICE Issue Date: March 10, 2026 Proposal to Issue Authority to Construct and Temporary Permit to Operate, Best Available Control Technology Determination for Mercer Fraser Boyd Road Hot Mix Asphalt Plant, Facility 725-12, Permit #001277-1 The North Coast Unified Air Quality Management District (District) is the local agency that regulates stationary sources of air pollution within the California counties of Humboldt, Del Norte, and Trinity. The District office is located at 707 L Street, Eureka, California 95501. This public notice is issued by the District's Air Pollution Control Officer (APCO) in accordance with District Rule 110 (H). Proposed Action: Mercer Fraser has submitted an application to convert an existing Authority to Construct and Temporary Permit to Operate into a Permit to Operate, incorporate recycled asphalt pavement (RAP), reduce the maximum hourly throughput from 500 tons to 350 tons, and increase the daily limit of hot mix asphalt (HMA) productionfrom 1,500 tons per day to 4,000 tons per day for their HMA plant located at 4945 Boyd Road, Arcata, CA. There are no changes proposed for annual production limits. Due to changes in equipment from the previously issued Authority to Construct, the District proposes to issue a revised Authority to Construct and Temporary Permit to Operate. The permit requires the use of Best Available Control Technology to control emissions from the plant. The annual criteria pollutant emission potential for the Facility is listed in the table below. This public comment period allows interested members of the public to review the proposed permits and provide written comments. Written comments must be received prior to 4:00 p.m. on Friday, April 10, 2026. The APCO will review and consider all comments prior to taking final action on the application. The application, proposed permits, and District analysis are available for inspection at the District offices during normal business hours - Monday through Friday 9:00 a.m. to 12:00 p.m. and 1:00 p.m. to 4:00 p.m. Information is also posted on the District website at www.ncuaqmd.org.
