NOTICE TO PUBLIC OF REQUEST FOR THE RELEASE OF FUNDS AND NOTICE OF FINDING OF NO SIGNIFICANT IMPACT LOS ANGELES COUNTY DEVELOPMENT AUTHORITY 700 W. Main Street Alhambra, CA 91801 (626) 262-4511 TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS: These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Los Angeles County Development Authority. On or about April 23, 2026, the County of Los Angeles will request the U.S. Department of Housing and Urban Development (HUD) to release federal funds under Title II of the United States Housing Act of 1937, (PL75-412), as amended, for the following project: Responsible Entity: Los Angeles County Development Authority (LACDA) Project: 5010 East 3rd Street Description: The 5010 East 3rd Street Project proposes the redevelopment of a 0.43-acre site located at 5010 East 3rd Street in the unincorporated East Los Angeles area of Los Angeles County. The project involves demolition of existing commercial buildings and construction of a four-story, approximately 46,027-square-foot residential building with 60 units. This includes 59 affordable housing units and one on-site manager's unit. The unit mix includes 59 studio units and one two-bedroom unit for the on-site manager. On-site amenities include a ground-floor lobby, laundry facilities, and bicycle storage. Outdoor features include terrace and roof deck areas for residents. Parking will be provided on-site with 22 spaces, including electric vehicle (EV) and accessible spaces. Construction of the project is anticipated to begin in June 2026 and conclude in November 2027. The 5010 East 3rd Street Project is expected to be funded with a mix of County of Los Angeles funding and other public and private funds for a total project cost of approximately $34,751,180. A total of 59 Project-Based Vouchers (PBVs) administered by the U.S. Department of Housing and Urban Development (HUD) will be utilized for this project. The Environmental Assessment (EA) completed for this project pursuant to the requirements of the National Environmental Policy Act (NEPA) of 1969 (PL91-190) indicates that the following conditions of approval are required for this project: Construction Air Quality and Equipment Requirements: The project shall utilize construction equipment that complies with applicable federal and State emissions standards, including U.S. EPA Tier 4 Final where feasible (Tier 3 minimum if not commercially available). Equipment under 50 horsepower shall be electric or alternative-fueled. Construction activities shall incorporate grid power where feasible, limit idling to no more than five minutes, and comply with all applicable California Air Resources Board regulations to minimize emissions of toxic air contaminants. Soil Management and Hazardous Materials Controls: Prior to ground disturbance, a Soil Management Plan (SMP) shall be prepared by a qualified California-licensed professional and approved by the Los Angeles County Development Authority and the Los Angeles County Department of Regional Planning. The SMP shall establish protocols for identification, handling, monitoring, and disposal of impacted soils and materials, including worker health and safety procedures, stockpile management, and measures to prevent off-site migration of contaminants. The SMP shall be implemented throughout demolition, grading, and construction. Cultural Resources Protection: In the event of finding unanticipated archaeological resources during site grading and/or construction activities, work shall be halted in the immediate vicinity and appropriate avoidance, minimization, and consultation measures shall be implemented in accordance with the applicable Programmatic Agreement and coordination with the State Historic Preservation Officer. Discovery of Human Remains: If human remains are encountered, all work in the area shall cease immediately and procedures shall be implemented in accordance with California Health and Safety Code Section 7050.5 and Public Resources Code Section 5097.98, including notification of the Los Angeles County Medical Examiner, the LACDA, and, if applicable, the Native American Heritage Commission. Construction Vibration Controls: To protect adjacent structures over 50 years of age, construction activities within specified proximity shall utilize non-vibratory equipment or equipment with limited horsepower to reduce potential groundborne vibration impacts. Noise Attenuation Measures: The project shall incorporate design features, including sound-rated windows, doors, and wall assemblies, sufficient to achieve applicable residential interior noise standards, subject to verification by the Los Angeles County Development Authority. FINDING OF NO SIGNIFICANT IMPACT The LACDA has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under NEPA is not required. Additional project information is contained in the Environmental Review Record (ERR). The ERR will be available for public review upon request by U.S. mail to Brian Talbot, Environmental Analyst, Los Angeles County Development Authority, 700 West Main Street, Alhambra, CA 91801, or by email at brian.talbot@lacda.org. COMMENTS TO GRANT RECIPIENT All interested agencies, groups, or individuals are invited to submit written comments for consideration. Comments may be submitted to the Environmental Analyst at the LACDA at the above address, faxed to (626) 943- 3838, or emailed to brian.talbot@lacda.org, and must be received on or before April 22, 2026. All written comments received will be considered by the LACDA prior to forwarding the request for release of federal funds to HUD and prior to approval of the project. No action will be taken on the project prior to HUD's written authorization to use these funds. Persons submitting comments are requested to specify which of the proposed actions are being addressed. RELEASE OF FUNDS The LACDA is certifying to HUD that Emilio Salas, in his capacity as Executive Director, consents to accept the jurisdiction of the federal courts if an appropriate action is brought to enforce regulatory requirements relating to the environmental review, decision-making, and implementation, and that these responsibilities have been satisfied. The legal effect of this certification is that, upon its approval, federal funds may be used, and HUD will have satisfied its responsibilities under NEPA. OBJECTIONS TO RELEASE FUNDS HUD will accept objections to its approval of the release of funds and acceptance of the certification only if it is on one of the following bases: (a) the certification was not executed by the Certifying Officer or other officer of the applicant approved by HUD; (b) the LACDA has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; and (d) another federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via mail or email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the HUD Los Angeles Office, 300 North Los Angeles Street Suite 4054, Los Angeles, CA 90012, Region IX or to CPDLA@hud.gov and HUD Los Angeles Office of Public Housing at HUDLOSANGELESOPH@hud.gov.
