Summary of Ordinance No. 01-2026, entitled: AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE JURUPA AREA RECREATION AND PARK DISTRICT LEVYING SPECIAL TAXES WITHIN THE JURUPA AREA RECREATION AND PARK DISTRICT, COMMUNITY FACILITIES DISTRICT NO. 2016-1, INCLUDING ANNEXATION NO. 47 AREA1. The Board of Directors of the Jurupa Area Recreation and Park District (the “District”) previously formed Community Facilities District No. 2016-1 (the “CFD”) and set its appropriations limit back in 2016.2. The purpose of the CFD is to finance the ongoing maintenance and operation of park improvements located within the District.3. The purpose of the Ordinance is to annex certain property (the “Property”) into the CFD, and to authorize the filing of a Special Tax Lien against the non-exempt properties within the annexation area and authorize the annual levy of a special tax against those properties, as set forth in a “Rate and Method of Apportionment” of the Special Tax (the “RMA”).4. The RMA is included in the Resolution Declaring the Intent of the Board to annex the Property, which Resolution commenced the proceedings leading to this Ordinance and is on file and open for public inspection at the offices of the District located at 8621 Jurupa Road, Jurupa Valley, California.5. The Ordinance recites the history of the annexation of the Property into the CFD, including a public hearing, a protest hearing, and an election of the landowner(s).6. The Ordinance authorizes the levy of the Special Tax against the annexed Properties beginning in fiscal year 2026-2027, in accordance with the RMA and excluding exempt properties.7. The Ordinance requires that the proceeds of the Special Taxes be used for the authorized purposes only, and that they be collected in the same manner as ad valorem taxes, with the same lien priority, penalties and procedure for sale, as is cases of ad valorem taxes.
