CITY OF CARSON ORDINANCE NO. 26-2606 SUMMARY NOTICE IS HEREBY GIVEN that, at its regular meeting held on April 7, 2026, the City Council of the City of Carson ("City") adopted Ordinance No. 26-2606, "AN UNCODIFIED ORDINANCE OF THE CITY OF CARSON, CALIFORNIA APPROVING AMENDED AND RESTATED DEVELOPMENT AGREEMENT NO. 23-19 BETWEEN THE CITY OF CARSON, IMPERIAL AVALON DE, LLC, AND LENNAR HOMES OF CALIFORNIA, LLC FOR A PROPOSED MIXED-USE PROJECT AT 21207 S. AVALON BLVD." (the "Ordinance"). The City Council adopted the Ordinance following a duly noticed public hearing to consider the same, and such adoption was by the following vote: AYES: COUNCIL MEMBERS: Davis-Holmes, Hicks, Dear, Hilton, Rojas NOES: COUNCIL MEMBERS: None ABSTAIN: COUNCIL MEMBERS: None ABSENT: COUNCIL MEMBERS: None RECUSED: COUNCIL MEMBERS: None Approved in December 2022, Development Agreement No. 23-19 ("DA") was entered into between the City and Imperial Avalon, LLC for a mixed-use development project located at 21207 S. Avalon Blvd ("Property"). Since then, numerous "Minor Modifications" to the DA have been approved by the Community Development Director under the provisions of the DA. The DA has also been partially assigned to Lennar Homes of California, LLC ("Lennar"), which purchased the portion of the Property that is to contain the townhomes. Additionally, Imperial Avalon, LLC has transferred ownership of the Property to Imperial Avalon DE, LLC. Collectively, Lennar and Imperial Avalon DE, LLC are referred to as "Developer". To facilitate completion of the project and promote ease of reference and understanding of the applicable provisions, an amended and restated version of the DA and project conditions of approval was proposed by the Developer ("Amended and Restated DA"). The Amended and Restated DA incorporates the changes made to the DA and conditions of approval by the previously-approved Minor Modifications into one consolidated document, while also including other changes to technical provisions of the DA and conditions of approval such as community benefits, fees, mortgagee protection, and assignment approval requirements, and various non-substantive clarifications and updates. The Ordinance approves the Amended and Restated DA between the City and Developer.
