NOTICE OF PREPARATION OF A DRAFT ENVIRONMENTAL IMPACT REPORT AND PUBLIC SCOPING MEETING The County of Los Angeles (County) is the lead agency pursuant to the California Environmental Quality Act (CEQA) for the proposed project identified below. The purpose of this Notice of Preparation (NOP) is to notify agencies and the general public that a Draft Program Environmental Impact Report (PEIR) will be prepared to evaluate the potential environmental effects of the project and to solicit comments on the scope and content of the PEIR. DATE: April 6, 2026 PROJECT NAME: Los Angeles County San Fernando Valley Area Plan PROJECT/PERMIT NUMBERS: Project No. PRJ2025-000442 Plan Amendment No. RPPL2025000604 Ordinance No. RPPL2025000605 Zone Change No. RPPL2026000988 Environmental Assessment No. RPPL2025000606 PROJECT LOCATION: The San Fernando Valley Planning Area is one of the 11 Planning Areas identified in the Los Angeles County General Plan (General Plan) and is bordered by the Santa Clarita Valley and the Angeles National Forest to the north, and the Santa Monica Mountains Planning Area and Westside Planning Area to the south. The Ventura County line is the western border of the Planning Area, and the San Gabriel Valley and Downtown Los Angeles make up the eastern border. The San Fernando Valley Planning Area includes the following unincorporated communities of the County: Kagel and Lopez Canyons, Sylmar Island, Oat Mountain, West Chatsworth, Westhills, and Universal City. Universal City is governed by an approved specific plan and is not anticipated to change. For this reason, the San Fernando Valley Area Plan focuses primarily on the Kagel and Lopez Canyons, Sylmar Island, Oat Mountain, West Chatsworth, and Westhills communities. PROJECT DESCRIPTION: The San Fernando Valley Area Plan (proposed Project or SFVAP) is a community-based plan that focuses on land use and policy issues specific to the unique characteristics and needs of the Project area. The SFVAP is a long-range policy document that will guide long-term regulation of land uses in the unincorporated communities in the Project area through development of goals, policies, and implementation actions. The proposed Project would amend the General Plan to establish both areawide and community-specific goals and policies addressing land use concerns and issues. The SFVAP includes goals and policies addressing preservation of community character; open space and natural resource protection; historic preservation; protection of community health, safety, and general welfare; increased access to community amenities and other topics. POTENTIAL ENVIRONMENTAL EFFECTS: Potentially significant Project impacts that will be analyzed in the PEIR will include the following environmental topics: Aesthetics, Agriculture/Forestry Resources, Air Quality, Biological Resources, Cultural Resources, Energy, Geology/Soils, Greenhouse Gas Emissions, Hazards/Hazardous Materials, Hydrology/Water Quality, Land Use/Planning, Mineral Resources, Noise, Population/Housing, Public Services, Recreation, Transportation, Tribal Cultural Resources, Utilities/Service Systems, and Wildfire. PUBLIC REVIEW PERIOD: The public review period for the NOP begins on Thursday, Monday, April 6, 2026, and ends on Wednesday, May 6, 2026.
