CITY OF WALNUT CREEK SUMMARY OF AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WALNUT CREEK AMENDING TITLE 7 OF THE WALNUT CREEK MUNICIPAL CODE, TO ADD A NEW CHAPTER 7-4, ENTERTAINMENT ZONES, TO ESTABLISH THE ENTERTAINMENT ZONE PROGRAM IN THE PUBLIC RIGHT-OF-WAY On May 5, 2026, the Walnut Creek City Council will consider adopting an Ordinance to establish an Entertainment Zone program in the public right of way to allow restaurants and bars to sell open containers of approved alcoholic beverages for consumption within such zones ("Ordinance"). Introduced on April 21, 2026, the proposed Ordinance would establish the parameters, including hours, areas where open alcohol consumption is allowed, and types of beverage containers approved, for an entertainment zone relating to the consumption of alcohol in public streets and rights-of-way. The Ordinance would require a non-profit sponsor to submit a Management Plan for the City Council's approval in order to create an entertainment zone. The proposed plan would describe the boundaries of the zone, the specific alcohol sale and serving requirements, security protocols, recycling plan, sanitation measures, and other related regulations for a zone. If adopted, the Ordinance will terminate on September 30, 2028 unless otherwise extended by the City Council.
