NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION AND NOTICE OF PUBLIC HEARING Notice is hereby giventhat the Mojave Water Agency, as lead agency, has prepared a Supplemental Initial Study Mitigated Negative Declaration (IS/MND) of environmental effects and intends to adopt a Mitigated Negative Declaration (MND) for the Oeste Basins Groundwater Recharge Project. The previously adopted Mitigation Monitoring & Reporting Plan (MMRP) is incorporated by reference, as described below. The following documents analyze the potential environmental effects associated with the proposed Project in accordance with the California Environmental Quality Act (CEQA). Arrowhead Avenue San Bernardino, CA 92415 Ph: 909-387-3841 Project Location: • Unincorporated San Bernardino County, CA, in an area known as Pinon Hills. • South side of Cayucos Drive, approximately 0.36-mile west of Oasis Road. • See Supplemental IS/MND Figures 1 and 2. Project Description: The Project consists of the development of two groundwater recharge basins of 3.1 and 3.3 acres, respectively, within a 10-acre vacant parcel located on the south side of Cayucos Drive, approximately 0.36-mile west of Oasis Road, within Assessor's Parcel Number (APN) 3099-081-01 with some of the associated basin piping in an adjacent 0.03-acre area within the California Department of Water Resources (DWR) right-of-way, within the unincorporated area of San Bernardino County known as Piñon Hills. Based upon anticipated infiltration rates, the Proposed Project is designed to draw approximately 3,400 to 5,600 acre-feet/year of State Water Project water from the California aqueduct in wet years for groundwater recharge and storage in the Oeste groundwater subbasin. A CEQA IS/MND for an earlier version of the project (Oeste Demonstration Project) was adopted by the Mojave Water Agency in 2024. A refined version of the project (Oeste Permanent Project) is the subject of the Supplemental IS/MND. Conclusion: The Supplemental IS/MND analyzes the potential environmental effects of the Project in the environmental issue areas specified in the State CEQA Guidelines. Based on this analysis, the Public Review Draft Supplemental IS/MND finds that the Project will not result in any significant unmitigable environmental effects, provided that the mitigation measures described in the previously adopted IS/MND are implemented. The Project proponent has agreed to the mitigation measures, and these measures are incorporated by reference in the Supplemental IS/MND to be adopted by the Mojave Water Agency in conjunction with the certification of the IS/MND and approval of plans and specifications for the Project. There are no sites identified under Section 65962.5 of the Government Code located on or near the Project site. Copies of the Supplemental IS/MND are available for public review at the Mojave Water Agency at the address shown above. Review Period: The Agency will accept public and agency comments on the IS/MND during a 30-day review period that will begin on May 6, 2026 and end on June 5, 2026.
