NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION FOR THE TK-8 SCHOOL: BROOKSIDE AVENUE AND NORTH HIGHLAND SPRINGS AVENUE Date: April 17, 2026 To: Responsible and Trustee Agencies, Local and Public Agencies, and Interested Organizations and Individuals Project Title: TK-8 School: Brookside Avenue and North Highland Springs Avenue Project Location: The Project Site is in the southeastern end of Cherry Valley, an unincorporated community of Riverside County. It lies at the southwest corner of the intersection of Brookside Avenue and N. Highland Springs Avenue. The Project site is bordered by Brookside Avenue to the north, N. Highland Springs Avenue to the east, vacant parcels and residential uses to the west, and residential uses to the south. Cougar Way is just south of the Project Site. The Project Site consists of 37.46 acres and consists of four legal parcels, Assessor Parcel Numbers (APN) 408-080-009 through -012. Project Description: The Beaumont Unified School District (District) is proposing construction and operation of a new public school on the Project Site, which would serve students from transitional kindergarten (TK) to eighth grade. Once completed, the new school campus would have an enrollment capacity of up to 1,200 students, 124 school staff, and multiple school buildings and facilities. The proposed project would consist of six buildings which would house the administrative, instructional, extracurricular, physical education, and support services. Other project components, which are described as follows, include campus amenities and facilities; vehicular access, circulation, and parking improvements; pedestrian access and circulation improvements; landscape, hardscape, and lighting improvements; and infrastructure and utility improvements.Environmental Information: Notice is hereby given that the District has completed an Initial Study for the proposed project, which was prepared in accordance with the California Environmental Quality Act (CEQA). The Initial Study was undertaken for the purpose of determining whether the project may have a significant effect on the environment. Based on the Initial Study, the District has concluded that the project will not have a significant effect on the environment subject to implementation of mitigation measures and has therefore prepared an Initial Study to support the adoption of the Mitigated Negative Declaration (MND). The MND reflects the independent judgment of the District. Environmental Review and Public Comments: Circulation of the Initial Study/Mitigated Negative Declaration (IS/MND) for the proposed project is to encourage written public comments. The comment period for the IS/MND is available for a 30-day public review period from April 22, 2026, through May 21, 2026, at 4:30 p.m. Please submit comments in writing via email to nperezlopez@beaumontusd.k12.ca.us or via mail to the District address below.
