NOTICE OF PUBLIC HEARING CITY OF BELL CITY COUNCIL Application: Moratorium NOTICE IS HEREBY GIVEN that on Wednesday, April 22, 2026, at 7:00 p.m. the City Council of the City of Bell will conduct a public hearing to consider a temporary moratorium on the establishment or renovation of medical and dental clinics in the City. A moratorium will allow the City time to thoroughly review, study and, if necessary, revise the City's laws, rules, procedures and fees related to medical and dental clinics to enable the City to adequately and appropriately balance the rights of existing operators and future applicants who wish to establish or expand medical and dental clinics in the City, with the preservation of the health, safety and welfare of the community. "Medical and/or dental clinic" means any facility providing physical health service, or medical, surgical or dental care of the sick or injured, but shall not include in-patient or overnight accommodations. "Medical clinic" includes health center, health clinic, doctors' and dentists' offices. (Bell Municipal Code ("BMC") � 17.08.458) This Ordinance does not apply to residential care facilities that serve six or fewer persons, or dialysis centers. All parties wishing to speak for or against the matter should attend the public hearing and express their concerns on the proposed moratorium. Any person desiring to provide written comments on this matter must do so prior to or at the Public Hearing. Written comments can be sent via U.S. Mail, or by hand delivery, to the City Clerk, 6330 Pine Avenue, Bell, CA 90201, prior to said public hearing. Written comments can also be emailed to the City Clerk at cityclerk@cityofbell.org. by 4:00 p.m. on Wednesday, April 22, 2026. For further details, contact Javier Ochiqui, Interim Community Development Director, at jochiqui@cityofbell.gov NOTICE IS FURTHER GIVEN that in accordance with the California Environmental Quality Act (CEQA), Pursuant to Section 15061(b)(3) of the California Environmental Quality Act (CEQA), the proposed ordinance amendment is exempt because there is no possibility that the activity may have a significant effect on the environment. If you wish to legally challenge any action taken by the City on the above matter, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice. In the City's efforts to comply with the requirements of the Americans with Disabilities Act, the City requires that any person in need of any type of special equipment, assistance, or accommodation(s) to communicate at the public hearing must inform City staff a minimum of 72 hours prior to the scheduled meeting.
