SAN DIEGO COUNTY LOCAL AGENCY FORMATION COMMISSION NOTICE OF PUBLIC REVIEW Draft Municipal Service Review on the Carlsbad Subregion Affected Agencies: City of Carlsbad, Carlsbad Municipal Water District The San Diego County Local Agency Formation Commission (LAFCO) invites all interested parties to review and provide written comments on a draft municipal service review covering the Carlsbad subregion with specific focus on the City of Carlsbad and Carlsbad Municipal Water District (MWD). The draft has been prepared consistent with statute and direction to LAFCO to regularly assess the availability and adequacy of local governmental services relative to current and future community needs. This includes preparing written determinations addressing specific factors and include growth and population projections, infrastructure needs and deficiencies, financial standing, and opportunities for government restructure. LAFCO will draw on the final municipal service review in guiding subsequent sphere of influence updates to inform future boundary changes involving the City of Carlsbad and Carlsbad MWD.
