Public hearing on proposed water standby charge by Three Valleys Municipal Water District.

JOINT NOTICE OF PUBLIC MEETING AND PUBLIC HEARINGON PROPOSED ADOPTION OF WATER STANDBY CHARGEBY THREE VALLEYS MUNICIPAL WATER DISTRICTNOTICE IS HEREBY GIVEN that the Board of Directors (Board) of Three Valleys Municipal Water District (TVMWD) will meet during its regular meeting:

TVMWD’s board adopted Resolution No. 26-04-1023 at their meeting on April 15, 2026, to “initiate proceedings to fix, adjust, levy and collect a water standby charge,” in accordance with Section 71639 of the California Water Code. The resolution is on file and available for inspection and copying at the District office.
The standby charge proposed to be adopted by the Board is based upon a qualified engineer’s report (report), prepared by Harris & Associates which is on file at TVMWD’s District Office.
As required by the Uniform Standby Charge Procedures Act (Act) California Government Code Section 54984 et seq., the report includes the following information:
1. A description of the charge and the method by which it is proposed to be imposed;
2. A compilation of the amount of the charge proposed for each parcel subject to the charge;
3. A statement of the methodology and rationale followed in determining the degree of benefit conferred by the service for which the proposed charge is made;
4. TVMWD’s legal ability to fix and adjust a standby charge, the amount of the proposed charge, and the properties affected thereby;
5. A description of the lands upon which the charge is proposed to be imposed; and
6. The amount of the proposed charge for each of the lands described.
The revenues collected will be used to fund the readiness-to-serve charge imposed by Metropolitan Water District of Southern California, and related administrative costs. The maximum assessment rate for a typical residential homeowner to be levied upon each equivalent dwelling unit (EDU) subject to the proposed standby charge for tax year 2026-27 is $29.41 per EDU.
On Wednesday, June 3, 2026, at 8:00 a.m. during its regular board meeting the Board will hold a public meeting. The purpose of this public meeting is to provide an opportunity for public testimony regarding the proposed standby charge. Final action to adopt the standby charge will not be taken at the public meeting.
On Wednesday, June 17, 2026, at 8:00 a.m. during its regular meeting the Board will open a public hearing to consider approval of the standby charge. The public hearing will be conducted in the manner set forth in the Act and California Water Code Section 71639. At the public hearing, the Board will hear final public testimony and protests and consider taking final action on whether to adopt the standby charge.
Any landowner desiring to protest the proposed standby charge as described in Resolution No. 26-04-1023 may file a written protest with TVMWD. Each protest must contain a description of the land owned, i.e., Assessor Parcel Number, and be signed by the owner of the property as shown on the last equalized tax roll of the County of Los Angeles.
Protests may be delivered by U.S. Mail or personal delivery to the Executive Board Secretary at TVMWD’s office and must be received prior to the close of the public hearing on June 17, 2026.
Board Action to written protests: * less than 15 percent, the Board may adopt the standby charge as proposed;
 * greater than 15 percent or more of the parcels, but less than 40 percent, the Board may still adopt the standby charge, but the assessment will be ineffective until approved by most voters in an election;
 * greater than 40 percent, no further proceedings may be held for one year.
