Public hearing on cannabis lounge ordinances in Dunsmuir scheduled for May 7, 2026.

NOTICE OF PUBLIC HEARING
The City of Dunsmuir City Council conduct a public hearing at its regularly-scheduled meeting on Thursday, May 7, 2026, at 6:00 p.m. to consider adopting the following ordinances:
1. Ordinance 583 of the City Council of the City of Dunsmuir Amending Dunsmuir Municipal Code Chapter 17.08 (Definitions) and 17.108 (Uses Permitted) to Allow Commercial Cannabis Lounges within Cannabis Dispensaries Subject to First Obtaining a Conditional Use Permit from the City2. Ordinance 584 of the City Council of the City of Dunsmuir Repealing and Replacing in its Entirety Chapter 5.05 of Title 5 of the Dunsmuir Municipal Code Relating to Regulation of Commercial Cannabis Activities
A cannabis lounge is a licensed commercial establishment where clients of a cannabis dispensary can legally consume cannabis products on-site. Often described as a "cannabis bar" or café, these venues provide a safe, social environment for smoking, vaping, and eating cannabis edibles.Ordinance 583 amends Dunsmuir Municipal Code Chapter 17.108, Commercial Cannabis, and specifically Sections 17.08.580 (Definitions), 17.08.2010 (Definitions), and 17.108.050 (Uses Permitted) to allow cannabis consumption lounges, as defined, in certain zoning districts subject to the operator obtaining a conditional use permit from the City.Ordinance 584 amends Chapter 5.05 of the Dunsmuir Municipal Code, pertaining to business regulations for commercial cannabis activities, to allow commercial cannabis lounges in cannabis dispensaries subject to certain requirements. During a duly noticed public hearing on April 8, 2026, the Dunsmuir Planning Commission recommended to the City Council adoption of these proposed ordinances.It is anticipated that the project will be determined to be exempt from environmental review pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15061(b)(3) (Common Sense Exemption).. The City Council will consider the appropriateness of said environmental recommendation based on the record of evidence before them. If substantial evidence has been presented demonstrating a more appropriate environmental determination than the one being recommended, the City Council may adopt an alternative environmental determination pursuant to the requirements of CEQA.All ordinance documents are available for public review at the City of Dunsmuir, 5915 Dunsmuir Avenue, Dunsmuir, California, and all interested persons are invited to participate in the meeting and be heard on any agenda item. In addition, a staff report will be available at City Hall and on the City’s website three working days prior to the City Council meeting. All items presented to the City Council as part of a public hearing, including but not limited to, letters, e-mail, petitions, photos, or maps, become a permanent part of the record and must be submitted to the City Clerk. It is advised that the presenter submit 12 copies of anything presented to the City Clerk in advance of the meeting with sufficient time for the materials to be distributed to and reviewed by the City Council, and that the presenter create copies in advance for their own records.
If you challenge either the environmental determination or proposed project in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City of Dunsmuir at, or prior to, the public hearing.
