NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the City Council of the City of Lake Elsinore, California, will hold a Public Hearing on March 10, 2026, at the Lake Elsinore Cultural Center, 183 North Main Street, Lake Elsinore, California, 92530, at 7:00 p.m., or as soon thereafter as the matter may be heard, to consider the following: Planning Application No. 2024-08 (Walmart Gasoline Station and Convenience Store): The proposed project is an appeal of the December 2, 2025 Planning Commission to deny a Commercial Design Review (CDR No. 2024-02) and a Conditional Use Permit (CUP No. 2024-04). The CUP and CDR is a proposal to construct a new 5,419-square-foot canopy for a Walmart brand gasoline station with eight pumps (two dispensers per pump for 16 dispensers total), a 1,618-square-foot convenience store, and associated parking lot modifications including reconfiguring parking spaces and additional new landscaping. The project is located within a portion of the existing Walmart Supercenter retail center at 29260 Central Avenue, which is north of Dexter Avenue and east of Central Avenue/Highway 74, and includes Assessor Parcel Numbers 377-090-052 and 377-090-053. Pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15162, no new environmental documentation is necessary because all potentially significant effects have been adequately analyzed in an earlier Environmental Impact Report (EIR), and none of the conditions described in Section 15162 exist. Final EIR (State Clearing House No. 2014051093) certified by the City Council on December 1, 2015, evaluated environmental impacts that would result from the maximum buildout of the project. No substantial changes that require major revisions to the EIR exist, and no new information of substantial importance that requires revisions to the earlier EIR exists.ALL INTERESTED PERSONS are invited to submit written information, express opinions or otherwise submit written evidence by email to calvarez@lake-elsinore.org. If you wish to legally challenge any action taken by the City on the above matter, you may be limited to raising only those issues you or someone else at the Public Hearing described in this notice, or in written correspondence delivered to the City prior to or at the Public Hearing.
