Initiative Measure to be Submitted Directly to the Voters Notice of Intention To Circulate Initiative Petition Notice is herby given by the persons whose names appear below, of their intention to circulate an initiative petition within the Albion-Little River Protection District. This measure proposes to establish the "Special Fire and Rescue Tax Act of 2026," which would replace the existing fire district tax with a new special tax to fund essential fire, rescue, and emergency services, equipment, facilities, and training within the Albion-Little River Fire Protection District. The Proponents request that the Mendocino County Counsel prepare a ballot title and summary of the chief purpose and points of the proposed measure, as provided by law. Proponents: Sheila J. Klopper, 43300 Little-River Airport Rd. #19, Little River, CA 95456 Tom Wodetzki, 3 1901 Middle Ridge Road, Albion, CA 95410 The County Counsel has prepared the following title and summary of the chief purpose and points of the proposed measure: An initiative to replace the existing S75-per unit special parcel tax within the Albion-Little River Fire Protection District with a S200-per unit rate and increased by two percent per year thereafter annually, to fund fire, rescue, and emergency services, equipment, facilities and training within the District The ballot title is as follows: An Initiative to Replace the Existing $75-per Unit Special Parcel Tax Within the Albion-Little River Fire Protection District With a $200-per Unit Rate to Fund Fire, Rescue and Emergency Services, Equipment, Facilities and Training Within the District. The stated purpose of the initiative is as follows: 1. To repeal the existing special tax of $75.00 per unit and replace it with a new special tax rate of $200.00 per unit per fiscal year; and 2. To apply an annual adjustment beginning in Fiscal Year 2027-2028 increasing the tax rate by two percent (2%) per year thereafter unless reduced or suspended by the Board of Directors; and 3. To apply the tax to all parcel units, as defined by the Board of Directors and as set forth within Exhibit 1 "Schedule of Parcel Units", within the boundaries of the Albion-Little River Fire Protection District, except for those properties legally exempt from taxation; and 4. To fund with this tax the following purposes within the Albion-Little-River Fire Protection District: the maintenance and improvement of fire protection and emergency services; fire infrastructure; training and payment of personnel, including volunteers and staff; and administrative costs related to the implementation and oversight of these services; and 5. To increase the appropriations (spending) limit of the Albion-Little River Fire Protection District in an amount equal to the revenue generated by this tax each year; and 6. To require the Albion-Little River Fire Protection District to conduct a biennial independent audit of revenues and expenditures related to this special tax.
